cBEYONData, a recent acquisition of SMX is seeking a Program and Budget SME to support our Federal client's Contingency and International Program and Military Personnel project. The Analyst will join a cross-functional team that supports PPBE Reform Commission Report implementation. Responsibilities include data gathering and consolidation, cross-organization coordination, and strategic communications. This position is onsite at the Pentagon in Arlington, VA.

Essential Duties & Responsibilities:

  • Prepare and review reprogramming and funds transfer actions within DoD
  • Provide support with the collection and integration of financial data, including the data calls to collect such information, to include determining the appropriate analytic methods to develop reports and briefings
  • Provide support for the submission quality check process for all financial information and coordinating with the agencies to resolve data discrepancies
  • Review monthly financial data, monitor, reconcile, and report data against plans, forecasts, and budget targets, as needed to perform analysis and generate summary and detail reports and executive level information papers
  • Perform support and analysis activities to document financial execution for budget accounts overseen by OUSD(C) and designing and testing the integration and accuracy of financial data integration into the DoD Advanced Analytics (Advana) tool
  • Assist with the distribution and consolidation of RFIs from internal and external organizations
  • Assist with the development Standard Operating Procedures (SOPs), manage the budget exhibit printing, and on-going PPBE reform efforts
  • Provide support in compiling data and information for closure of audits and timely submission of congressional reports

Required Skills & Experience:

  • Willing to work onsite at the Pentagon daily
  • Must possess a Secret clearance or higher
  • Master's degree from an accredited college/university
  • At least 10 years of experience supporting DOD major systems or programs
  • At least 3 years of experience with DoD financial management analytics and reconciliations including PPBE experience
  • Demonstrated proficiency using Microsoft Office Suite to include Word, Excel, and PowerPoint Demonstrated analytical and problem-solving skills, as well as demonstrated ability to understand both business and technical concepts
  • Demonstrated experience in translating business requirements into technical requirements
  • Demonstrated experience preparing and developing professional briefing books and graphic materials
  • Demonstrated experience managing multiple projects across multiple customers
  • Demonstrated experience working directly with customers.
  • Excellent writing skills and the ability to quickly deliver quality written products in constrained time periods
  • Must have outstanding communication skills to effectively collaborate with various stakeholders across DoD

Desired Skills & Experience 

  • Expert knowledge of Defense Budget Systems to include Budget to Appropriation (B2A)/Enterprise Funds Distribution (EFD), MAX A-11 Information System, and the Standard Data Collection System (SDCS)
  • Demonstrated proficiency with multi-media development applications
  • Demonstrated proficiency with the use of state-of-the-art software analytics
  • Demonstrated proficiency with accounting reports such as AR (M) 1002, AR (M) 725 and SF 133
  • Demonstrated relevant Federal Agency (ies) experience with OMB and/or Congressional experience highly preferred
  • Extensive experience in translating stakeholder requirements into executable solutions
  • Experience in formulating long-range budgetary requirements, based on established policies and concepts.

$121,600$204,200 USD
