Job Summary: This position is part of the Defense Travel Management Office within the Defense Human Resources Activity. The incumbent will be responsible for the development and execution of effective stakeholder communication, engagement, and change management strategies that support DoD travel programs and foster relationships with Government and industry stakeholders to enable the Defense Travel Management Office to accomplish its mission.

Major Duties:

  • As a Program Analyst (Stakeholder Engagement) at the GS-0343-14 some of your typical work assignments may include: Develops and executes effective strategies for stakeholder engagement, strategic communications, and digital media solutions to help advance travel program goals and objectives, facilitate communication with key stakeholder groups, and enhance delivery of travel services across the Department's Travel Enterprise. Provides guidance on effective change management strategies and designs supporting communication plans to overcome resistance to change and create buy-in to help achieve the organization's overall business objectives. Ensures consistency of organizational branding and messaging in all communications products by conducting quality assurance reviews to reflect current and accurate information, ensure consistency of information and data, and uniformity with approved branding strategies. Manages the organization's digital presence, including the overall design, content, and continuous improvement of the website and the development and execution of an effective social media strategy, ensuring it is executed in accordance with DoD's current guidance and design standards. Gathers and analyzes quantitative and qualitative data to improve the overall traveler web experience and ensure digital platforms meet user needs. Supports stakeholder engagement events by providing direction on overall strategic messaging, supporting communication products, talking points, and event planning..

Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Successful development and execution of strategic communication, stakeholder engagement, and digital media strategies and plans that reach globally dispersed audiences and utilize a wide range of communication vehicles to support a commercial travel enterprise. Successful design and facilitation of change management strategies that support the execution of commercial travel programs, (e.g., lodging, air travel, car rental or travel management companies), and create buy-in for strategic initiatives, and include the development, implementation, evaluation, and modifying of change management plans to ensure success. Extensive experience with managing websites that use the Armed Forces Public Information Management System (AFPIMS) website hosting platform. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
