Major Duties:
Qualifications: To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. GS-9 LEVEL GRADE EXPERIENCE: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, Informatics and applications; knowledge of use of clinical software packages; broad knowledge of VHA operations, national databases (including the Vista architecture and file structure), analytical techniques and clinical applications development techniques; Knowledge of the data life cycle including data design, collection and management in order to input, retrieve, analyze, summarize and present information effectively; Skill in communicating both orally and in writing with a variety of end users in structured and unstructured settings, in order to make effective oral and written presentations. OR Education: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Education: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination of Experience and Education: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-12 LEVEL GRADE REQUIREMENTS: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, Informatics and applications; knowledge of use of clinical software packages; broad knowledge of VHA operations, national databases (including the Vista architecture and file structure), analytical techniques and clinical applications development techniques; knowledge of automation and software systems and options that affect clinical practice, and basis knowledge of technologies; skill in communicating both orally and in a variety of written media and with all levels of end users, management, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is conducted in office, conference room and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special clothing or equipment.
