Job Summary: The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA).

Major Duties:

  • The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. This work is health-oriented in nature, and it requires knowledge and skills gained from education, on the job training, developmental assignments, and/or experience in a health science or allied scientific field, such as Health Informatics. Health Informatics is a discipline at the intersection of clinical health care, information science, and computer science, that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Health Informatics optimizes the usability, acquisition and processing of health-related information, using resources and tools that include people and processes; information and knowledge; algorithms and data; hardware and software. The employee consults, advises and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient. Duties: Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems. Initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a lead role. Assists clinical business end users in reengineering business processes for clinical efficiency and documentation. Represents a wide variety of stakeholders and liaisons with both internal and external organizations. Identifies end-user educational requirements and training needs; develops educational programs and instructional materials and appropriate tools to educate the users and support staff at all levels of the organization, and trains others to deliver educational programs. Monitors end user satisfaction to drive enhancements and increase performance. Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams. Consults, advises, and educates all employees on methods and means to make health care operations more effective and efficient. Identifies, develops, and trains others to deliver educational programs and instructional materials. Develops and/or oversees the development of information, performance management tracking tools, databases, and clinical decision-support systems related to patient care and patient management systems Identifies, proposes, formulates, and supports new or revised major administrative and clinical policies and directives for clinical software packages Provides relevant, clinical and/or administrative data to identify, quantify, and resolve organizational problems Integrates software applications for clinical services Develops, modifies, and tests components specific to fields and data that individualize/ customize applications to user roles/needs Provides for the maintenance and updating of site parameters and site specific files to ensure proper functioning of complex, interrelated and interdependent software applications Formulates tools to support patient care and ensure quality management and clinical oversight Effectively and efficiently manages multiple, competing priorities Improves efficiency and effectiveness of processes, provides direct feedback to national developers to ensure usability issues are addressed, and redesigns and customizes business processes Guides the evolution of clinical software and processes; collaborates with technical, clinical, and administrative staff to develop system requirements Collaborates with technical, clinical, and administrative staff to develop system requirements Actively participates in or leads the development of clinical decision-support systems and develops implementation plans for new software releases/applications and update Work Schedule: Monday - Friday, 7:30am - 4:00pm Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026. You may qualify based on your experience as described below: For GS-12 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of advanced management and organizational principles and practices, both qualitative and quantitative, for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare delivery systems and operations. Preferred Experience: SQL (Structured Query Language) skills recommended or strong desire to learn SQL *support and promote adoption and use of standardized reporting within the FEHR *access, query and analyze data *strong excel skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
