Job Summary: This position is part of the Defense Human Resources Activity. The incumbent serves as a Program Analyst providing advice on a broad range of programmatic and program management issues. The incumbent provides an essential service by integrating technical aspects with program management, including planning and scheduling, budgeting, expenditure accounting, and program analysis reporting.

Major Duties:

  • As a Program Analyst (DTMO Travel Programs) at the GS-0343-13 some of your typical work assignments may include: Provides technical advice and guidance to the Defense Travel Management Office (DTMO) Contracts Management and primary staff on a wide variety of issues related to strategic acquisition program. Develops solutions and alternatives for travel industry deliverables, service level requirements, and system authorizations. Conducts analysis and studies related to vendor performance, future service vendor performance, and monitoring program performance against strategic goals. Provides input to the decision-making process and preparation of program resource requirements to ensure consistency between program funding and program schedule/milestones. Serves as a Contracting Officers Representative (COR) for DTMO's travel management company service requirements and support agreements. Responsible for performing comprehensive procurement functions to include planning, acquisition strategy development, and technical oversight on solicitation, negotiation, award, administration, and termination and/or closeout of the contracts. Performs continuing analyses of the effectiveness efficiency, cost effectiveness, schedule adherence, and other key parameters. Ensures that sufficient funds are available for obligation and that contractors receive impartial, fair, and equitable treatment. Evaluates proposals to assess contractor's ability to perform and conducts surveys to assess a contractor's quality of performance.

Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity Comprehensive knowledge of the laws, regulations and policies governing DoD passenger travel to include the Joint Travel Regulations and the Financial Management Regulations, to effectively oversee the delivery of travels services to DoD Skill in developing solutions and alternatives for travel industry deliverables, service level requirements, and evaluation criteria used in the review and analysis of program performance Having provided input to the decision-making process and preparation of program resource requirements to ensure consistency between program funding and program schedule/milestones. Coordination, representation, and interface with functional proponent staff, contracting officer, and vendor management staff on project related requirements and milestones, planning, programming, budgeting, and execution of total resources in terms of available funding levels. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
