Job Summary: The position requires expert knowledge of data management systems used in Veteran's Health Administration. The responsibility of the position is to carry out various assignments of a comprehensive nature designed to assist the Associate Director for Patient Care Services in directing and evaluating the effectiveness of Nursing Service. The position is involved in developing, analyzing, evaluating, advising on, training and improving the effectiveness of Nursing Service.

Major Duties:

  • Duties may include: Uses a variety of automated and manual processes to organize and analyze information. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Uses available data to determine current performance and develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies in Nursing Service. Performs continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention. Designs and develops dissemination and training materials, local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Nursing Service programs through on-site education and training. Plans initiatives for hardware and software needs for the service. Responsible for the preparation and implementation of the nursing contingency plan for system failure, specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages. Responsible for determining the physical and data security needs for the service areas and implements necessary improvements. Work Schedule: Monday through Friday; 7:30am-4:00pm or 8:00am-4:30pm; Subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Veterans Health Information Systems and Technology Architecture (VISTA), Computerized Patient Record System (CPRS), VHA Support Service Center (VSSC), and Microsoft Application (Excel, Word, PowerPoint); Coordinating, planning, delivering, and evaluating training for staff utilizing a variety of information technology systems, software applications, and VISTA packages; Designs and produces training and communication materials, develops local standard operating procedures (SOPs), creates monitoring tools, and facilitates program implementation through direct education and training; Ability to collect, organize and interpret statistical data through the creation and maintenance of databases; and Demonstrates strong communication skills, including the ability to clearly exchange information, actively listen, and respond professionally. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
