Job Summary: This position is part of the Veterans Integrated Service Network (VISN) 15 Office, Consolidated Managerial Cost Accounting (MCA) Unit. This MCA Program Analyst position provides support to the VISN 15 MCA team, which is responsible for the production of MCA processing and analytics for seven medical centers within the VISN 15 Network. They also serve as the subject matter expert for all things related to MCA at their assigned medical center(s) within the Network.

Major Duties:

  • Major duties and responsibilities include but are not limited to: Serves as the program coordinator and manager of all MCA operations for assigned station(s). Responsible for being the final reviewer for all outputs of their assigned station(s) including running ad hoc reports, additional audits, quality checks, analysis, benchmarking, reviewing work of other MCA station team members, etc. Reviews and analyzes workload data and reports to verify the accuracy of the data, identify trends, and analyzes variances to make recommendations and prepare reports for VISN, facility, and MCA staff. Develops site-specific assumptions for account base and cost model. Performs and analyzes comparisons of department utilization. Performs standard cost review to develop comprehensive, case mix, retrospective, workload adjusted, and productivity budgets based on actual volume and mix of departments. Analyzes clinical workload extracts and validates clinical source data with MCA data. Perform system tests and validation processes to ensure that the system is properly functioning after each programming change. Maintains ongoing updated status of financial data and makes appropriate and authorized adjustments to meet changing needs Develop and use established analytical techniques and precedent studies to gather narrative or statistical information. Researches, identifies, and implements required corrections to financial and workload capture structures by establishing appropriate interfaces in the database. Reviews and evaluates the results of audits/inspections and responses to action items; and, Performs other related duties as assigned. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-12 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Articulates comprehensive knowledge of clinical and administrative practice, computer technology and health care administration, statistical analysis, cost analysis, and correspondence to management. Strong analytical skills, knowledge of regulations and policies which affect the MCA structure. Knowledge of statistical techniques, medical center operations. Provides knowledge management and analytical skills for potential programmatic changes that could significantly enhance patient care, patient safety, overall efficiencies and/or cost effectiveness. Analyzes existing automated and manual systems to determine the type of financial and clinical information available. Program coordination and management, analytical and technical skills, reports, audits quality checks, analysis, technical research, spreadsheets and databases, interpersonal point of contact, reporting.
