PROGRAM ANALYST

Salary Range: $62020 - $80624 Per Year

Job Summary: You will serve as a PROGRAM ANALYST at NAVY MUNITIONS COMMAND ATLANTIC (NMCLANT) UNIT NORFOLK, NMCLANT UNIT NORFOLK.

Major Duties:

  • You will provide information for making decisions on the administrative and programmatic aspects of the Unit's programs.
  • You will identify problems, review standards and make recommendations for improvements.
  • You will review reports and studies ensuring requirements are met and appropriate rules and regulations are utilized.
  • You will assist in the development of directives and the design, development, documentation and implementation of programs.
  • You will manage the Unit's Explosives Safety Qualification and certification Program.
  • You will collect hours worked and tonnage of ammunition, components and accessories moved/handled.
  • You will assess procedures being followed for compliance with regulations, enhance efficiency, reduce redundancy and lower costs.
  • You will maintain a training program, schedule courses, review qualification standards and training requirements.
  • You will perform inventories, inspections, audits and samples on the Unit's stockpile in conjunction with Accountability Control Team (ACT) personnel.
  • You will operate a database, prepare presentations and analyze data relating to explosive safety for personnel, equipment and material.
  • You will provide requests to perform maintenance and repairs on magazine and facilities.
  • You will coordinate with NAVOSH and explosive safety inspections in support of Explosive Safety Self-Assessment (ESSA) with the Explosive Safety Office.
  • You will create graphic presentations from raw data (graphics, slides, etc...) using various graphics software such as spreadsheets, graphics, database and word processing.
  • You will utilize Advanced Skills Managment (ASM) to upkeep the Commands Qualification Certification Program

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying the requirements of an Explosive Safety Qualification and Certification program. Experience applying analytical and evaluative techniques to the identification and resolution of issues of a procedural or factual nature. Experience applying naval correspondence procedures and practices to produce a wide range of reports. Experience utilizing a variety of software such as Microsoft Excel, Word, Power Point, Access and others to create documents, reports, spreadsheets, charts, graphics and presentations.
