Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Major Duties:

  • The organizational goals or objectives of this position are: To establish policies and direct actions required for and related to programming and attaining requirements needs identified for assigned HQ AFRC programs. DUTIES: As the Strategic Program Manager and Subject-Matter Expert, applies expert knowledge of military command structure, missions, programs, and organizational relationships, along with superior analytical skills, to develop, write and evaluate detailed plans, goals, and objectives for long-range implementation of Strategic Programming policy and execution. Serves as the Command Senior Policy Analyst and Subject-Matter Expert for Global Reach missions. As Serves as Program Manager for the Air Force Reserve Command. Provides expert technical guidance in development and documentation of planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements for assigned programs. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Responsible for integrating requirements into the annual fiscal programs, e.g., POM. A

Qualifications: THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at HQ AF RESERVE CM with the military rank of Lt Col / O-5, AFSC: 016X4. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge, analytical skills and application of a wide range of qualitive and quantitative methods to evaluate a large variety of program and organizational needs, and total force capabilities necessary to assess and improve programs, budgets, and guidance with optimum benefit. Analytical skill to evaluate the impact of proposed policy and resource adjustments in terms of mission accomplishment when resource levels are changed, and knowledge oof the relationship funding and policy proposal and adjustments in term of the impact and knowledge of Air Force Instructions, regulations and other guidelines, including personnel management procedures and policies, outlining the strategic programming process in order to provide analysis, develop policy and recommendations to leadership on unit missions and bed downs and to assure an integrated approach to ensuring strategic programming policies are consistent with program goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of knowledge, analytical skills and application of a wide range of qualitative and quantitative methods to evaluate a large variety of program and organizational needs, and total force capabilities necessary to assess and improve AFRC programs, budgets, and guidance with optimum benefit. Expert analytical knowledge and skill in applying evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, AFRC Panel mission responsibilities, deployment, foreign military sales, acquisition, PPBE, Strategic Basing process, or similar operations. Expert analytical skills and ability to institute methods to resolve broad and complex programming problems and to coordinate across broad lines of authority both within and external to DoD to assure an integrated approach to ensuring programming policies are consistent with program goals. 4. Comprehensive knowledge of AFRC and other military command structures, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 5. Skill in planning, organizing, and leading multi-functional teams across commands and throughout the AFRC Directorates. Ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with AFRC management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to negotiate effectively with high level officials to gain acceptance and support for implementation of recommendations when proposals involve substantial Command resources, requirements for extensive changes to established work processes and operations and entail conflict within some functional elements and/or commands. Ability to plan, organize, direct functions, mentor, motivate, and appraise the employees of an organization. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations. SIGNIFICANTS FACTS: 1. This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 30 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel. 3. Performs other related duties as assigned. 4. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully execute and manage the command operations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
