Job Summary: About the Position: This position is assigned to the Military Community Advocacy Directorate, Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). This position may be eligible for situational telework as determined by the agency policy.

Major Duties:

  • The incumbent serves as a Program Analyst in the Office of the DASD, and assists in supporting a broad range of programs and services addressing the needs and challenges of service members, intimate partners, and their families.
  • Serves as an expert on Family Advocacy Programs (FAP) with a specific focus on policy, prevention, and strategic communication planning for current and future FAP initiatives.
  • Oversees development of print and broadcast training materials and publications for child abuse and neglect and domestic abuse programs.
  • Maintains partnerships with military services and reserve components to resolve a variety of complex issues involving service members, intimate partners, and their families when child abuse and neglect or domestic abuse are identified.
  • Delivers presentations and provides training to military and civilian audiences on DoD policies and available programs and services regarding child abuse and neglect and domestic abuse.
  • Develops, monitors, and evaluates contracts for domestic abuse and child abuse and neglect programs and services.
  • Develops a variety of programs, services, and training responsive to the needs of service members and their families, taking into consideration Executive Orders, directives, and regulations.
  • Has a clear understanding of Administration and DoD policies, principles, initiatives, goals, and objectives.
  • Has an extensive knowledge of military protocols and procedures, complex military support programs, and related programs at local, state and federal levels.
  • Provides technical advice and guidance to Services’ program managers in the implementation of FAP policy, goals, plans and objectives as well as the advantages of taking different approaches and alternatives.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-14 Specialized Experience: One year of specialized experience which includes: communication and marketing efforts to include creating communication and prevention plans and materials, preventing and responding to complex domestic abuse and child and neglect cases, writing and reviewing policy related to child abuse and neglect and domestic abuse, collaborating with responders (such as chaplains, health care providers, law enforcement and military Commanders), negotiating with public and private sector organizations to reach consensus on significant matters impacting service members and their families; and expertise in child abuse and neglect and domestic abuse policy and practice management that impacts mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
