We’re hiring a Product Owner to lead HCP SMS programs end to end—strategy, roadmap, consent management, carrier compliance (10DLC), privacy/security, and performance. You’ll partner with teams across data, SMS deployment and account management, engineering, regulatory and others to deliver high compliance, high signal SMS experiences that HCPs opt into and value. You will translate regulatory and carrier frameworks (TCPA, CTIA/10DLC, HIPAA) into productized capabilities (consent capture/renewal, revocation flows, preference centers, content governance, and audit reporting) while enabling measurable business outcomes. 

Key Responsibilities
Product Strategy & Roadmap
•    Define the SMS product vision for HCP engagement (informational and promotional programs); maintain a sequenced roadmap across capabilities like identity resolution, consent orchestration, and content review tooling. 
•    Establish program categories (e.g., alerts, medical education, field rep coordination), mapping each to required consent, disclosures, and opt out behaviors per TCPA and CTIA. 
Consent, Compliance & Governance
•    Operationalize TCPA requirements: capture prior express written consent for promotional messaging, manage revocations within the required timeframes, and maintain immutable consent logs; implement compliant STOP/HELP workflows and quiet hour/state overlays as applicable. 
•    Ensure CTIA/10DLC compliance: secure campaign registrations, support message throughput/brand trust, adhere to carrier vetting, and prevent disallowed practices (e.g., list renting).
•    Align with HIPAA when content could reveal PHI; specify secure messaging paths or content controls to avoid PHI exposure over standard SMS; maintain BAAs with vendors and audit trails. 
Requirements, Backlog & Delivery
•    Translate needs into user stories with acceptance criteria (e.g., “As an HCP, when I reply STOP, I must be unsubscribed across all campaigns within X hours and receive confirmation”), prioritize by risk, value, and regulatory deadlines. 
•    Partner with SMS deployment team on standard practices for message cadence, timing, and content variants with strict guardrails; ship improvements to opt in conversion, first message experience, and link destination compliance. 
•    Partner with engineering on integrations: CRM/MA platforms, consent vaults, 10DLC registries, short code/toll free provisioning, link tracking with privacy controls, and analytics. 
Measurement & Reporting
•    Define and own compliance & performance KPIs: opt in rate, confirmation completion, STOP processing time, carrier error codes, spam complaint rate, delivery and click through by campaign type; publish auditable reports for legal and brand teams. 
•    Monitor regulatory changes and carrier policy shifts; proactively adjust requirements, content templates, and system behavior. 
Cross Functional Leadership
•    Facilitate a recurring Compliance Design Review bringing together legal/privacy, med/reg, brand, data, and engineering to resolve tradeoffs early and maintain speed without risking compliance. 

Qualifications
Required
•    5+ years in Product Owner/Manager roles shipping messaging or martech capabilities; proven backlog ownership and roadmap delivery.  
•    Demonstrated experience implementing TCPA compliant messaging (consent capture, opt out automation, documentation). 
•    Working knowledge of CTIA/10DLC ecosystem (campaign registration, vetting, throughput, and carrier policies). 
•    Familiarity with HIPAA fundamentals (PHI, Security Rule safeguards, BAAs) and how they interact with messaging platforms. 
•    Ability to translate FDA/FTC promotional requirements into productized templates and workflows (for HCP direct communications). 
Preferred
•    Experience with healthcare stacks (CRM/MA, CDP, identity resolution, consent management platforms, secure messaging). 
•    Exposure to CMS/Joint Commission expectations for secure clinical messaging if programs intersect operational communications.

The potential base pay range for this role, when annualized, is $87,000.00 - $217,600.00. The actual base pay offered may vary based on a number of factors including job-related qualifications such as knowledge, skills, education, and experience; location; and/or schedule (full or part-time). Dependent on the position offered, incentive plans, bonuses, and/or other forms of compensation may be offered, in addition to a range of health and welfare and/or other benefits.
