The Data, Technology and Innovation (DTI) division enables the FCA to be a digital-first, data-led smart regulator by delivering a secure, agile and cost-effective technology and data ecosystem that drives better choice, transparency and operational efficiency. Sitting within DTI, the Digital Systems teams powers smarter regulation through digital systems that serve FCA staff and the wider financial services industry.

About the role

  • Deliver change and operational services for large, complex products through collaboration with development, maintenance and operations partners using agile and DevSecOps practices

  • Estimate resources, costs and timelines for product changes, contributing to project planning and prioritisation in partnership with stakeholders across the Product Group, DTI and FCA

  • Manage product budgets, track actual work completed and ensure accurate recharging to sponsoring divisions and projects

  • Define and deliver technical and service solutions that meet agreed acceptance criteria, while refining stakeholder requirements for development teams

  • Set, monitor and report on performance against KPIs, ensuring compliance with governance standards and continuous improvement

  • Drive innovation and growth across data collection platforms and API-driven technologies, enabling more capability for business users and shaping the future of electronic data submission

Skills required

Minimum:

  • Proven experience as a Product Owner managing product roadmaps, budgets, risks and delivering complex IT products or platforms

  • Demonstrated experience managing teams of employees and third-party suppliers to deliver IT change and operational services, ideally involving cloud technologies or client-facing applications

  • Prior experience in service management and resource, cost and time estimation, including capacity planning, availability and release management for large-scale products

Essential:

  • Experience in software application and infrastructure life-cycle management, including development and change activities across complex products

  • Experience managing both in-house product teams and third-party supplier delivery functions at scale, with strong decision-making skills and the ability to influence senior stakeholders

  • Knowledge of agile development practices and commercial awareness to assess supplier proposals and deliver cost-effective solutions while maintaining integrity and meeting timelines

  • Ability to build strong stakeholder relationships and bring innovative, industry-focused ideas to improve product discipline, productivity and overall delivery standards
