The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $125,400.00 to $154,200.00.

This position is Exempt under the FLSA.

About the Position

*****Applicants must currently reside in Arizona or be willing to relocate to Arizona by the time of hire.*****

Standard Judicial Branch business hours are Monday through Friday from 8 am to 5 pm. This position may offer a hybrid (telework, remote) schedule, depending on the needs of the Judicial Branch.

The Judicial Branch is unable to provide visa sponsorship (i.e. H-1B visa etc.).

The Product Delivery Manager provides direct leadership and management to staff that analyze, design, develop, enhance, maintain, and replace existing and new line of innovation and enterprise applications for Judicial Branch. This position will champion and deliver timely, cost-effective and innovative solutions that help judicial branch departments improve critical business functions. Additionally, in this role, the individual will be responsible to meet customer demands, prioritize workloads, coordinate and report group activities, and ensure both current and future needs of applications are scalable, redundant, performance focused, and comply with industry best practices. The Product Delivery Manager will also provide assistance to IT leadership with setting priorities and developing consistent standards in software development within the organization, as well as develop, manage, and be accountable for technology roadmaps and technology standards.

Position Qualifications

Education:

  • Bachelor's degree in Computer Science, Information Technology or related field

Experience:

  • Six (6) years’ experience in design and development of enterprise applications and broad-based information systems, technical management, and business experience in a dynamic environment, which includes a minimum of two (2) years' of supervisory or management experience

Combined education and experience qualifications:

  • An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis

Our Preferred Candidate has:

  • Advanced level experience (6 years) working with Asp.net, SQL server, C#, Software Design pattern, and Javascript/HTML.

  • Four (4) years' management experience of technical teams in a large, complex IT environment.

  • Demonstrated experience in implementation of Micro-service architecture.

  • Experience in Machine learning and Natural language processing.

Knowledge, skills, and abilities:

Knowledge of:

  • Software and application design and architecture.

  • Modeling methods and software design principles.

  • Understanding of software quality assurance principles.

  • The principles, techniques, and methodologies of software development, technical project management, quality management, and structured change management. 

Skill in:

  • Managing multiple projects simultaneously while maintaining a satisfactory work product

  • System design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management.

  • Leadership and team building to guide the work of personnel.

  • Organization and time management.

  • Expert in build automation, code branching and migration techniques

  • Communication, especially in the area of writing and developing policy and procedures.

  • Monitoring and assessing the performance staff to make improvements or take corrective action

  • Personnel resources management through motivating, developing, and directing people as they work

  • Apply knowledge related to research and evaluation of new/emerging technologies to achieve business value realization.

Essential Job Tasks

  • Defines and directs all aspects of product delivery, from selecting appropriate technology and workflows to implementing coding and operational standards, ensuring timely and effective product releases.

  • Prioritizes customer needs in product development, ensuring that products exceed user expectations and align with branch objectives.

  • Identifies and implements process improvements to streamline product development, enhance efficiency, and reduce time to release; measures impact using key performance indicators (KPIs).

  • Facilitates cross functional collaboration between development teams to align goals and seamless product execution.

  • Supervises development managers by setting clear objectives, providing guidance, and ensuring alignment with organizational strategy.

  • Ensures products meet high standards of quality, security, and performance through testing and quality assurance practices, implementing SLAs to guarantee consistent service levels.

  • Manages resource planning and staffing to meet project requirements, optimizing team productivity and ensuring that timelines and deliverables are met.

  • Develops and maintains tools for tracking project progress; uses data-driven insights to report on performance and project status to key stakeholders.

  • Proactively identifies, assesses, and mitigates risks and issues, implementing contingency plans to minimize project delays and impacts on quality.

  • Mentors and coaches team members, providing constructive feedback, fostering a growth-focused culture, and monitoring KPIs related to individual and team performance.

  • Develops and enforces standards, policies, practices, and procedures to ensure consistent standards in software development are followed within the organization.

  • Recruits, trains, supervises, assigns projects, and evaluates staff to maintain optimum performance of job duties.

  • Reviews workloads and analyzes staffing requirements.

  • Develops, implements, and maintains a comprehensive staff training program, especially knowledge transfer activities.

  • Provides regular onsite supervision and employs in-person assessment methods to gauge business needs through direct observation, monitoring group dynamics with face-to-face interaction, and interpreting body language and nonverbal cues. Establishes interpersonal connections, fosters engagement, and exemplifies expected behaviors.

Working conditions: 

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
