Procurement Systems Specialist

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly skilled and motivated Procurement Systems Specialist to support and enhance procurement and administrative systems that underpin effective, ethical, and cost‑efficient operations across the Organization.
The position is located in the Department of Procurement and Supply Management (PRO), which provides technical, managerial, and strategic guidance for purchasing and contracting actions across PAHO Headquarters, Country Offices, and Centers. The selected candidate will support the procure‑to‑pay lifecycle, ensure system integrity and performance, and contribute to continuous improvement of procurement platforms and processes.
Under the general supervision of the Director, Procurement and Supply Management, and the direct supervision of the Specialist, Procurement Operational Excellence & Policy, the incumbent will:
• Monitor procurement systems activities, respond to user queries, and coordinate resolution of system issues with internal and external stakeholders.
• Analyze and support system change requests and enhancements to ensure alignment with procurement policies and business needs.
• Participate in planning, testing, validation, and implementation of ERP and procurement system enhancements.
• Analyze procurement-related business processes and recommend efficiency improvements.
• Prepare reports, metrics, and documentation related to system performance and updates.
• Support innovation initiatives, including the use of RPA, AI, and SharePoint-based procurement solutions.
• Provide user support, training, and guidance related to procurement systems and platforms.

What is required for this position?
Education
A bachelor's degree in information systems, computer science, procurement/supply management, business administration or any other field related to the functions of the post, from a recognized university.
Experience
Five years of combined national and international work experience in administrative, procurement or financial systems in the private or public sector.
Languages
Fluency in English or Spanish with working knowledge of the other language.
IT Skills
Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Advanced expertise in Microsoft Excel (e.g., pivot tables, Power Query, macros) and strong working knowledge of Power BI for data analysis, reporting, and dashboard development. IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

• Advanced knowledge of procurement and administrative information systems.
• Strong understanding of ERP systems and their integration with procurement and business processes.
• Ability to analyze business requirements and translate them into effective system solutions.
• Proficiency in data analysis, reporting, and visualization tools (e.g., Excel, Power BI, SharePoint).
• Experience supporting system testing, user acceptance testing, and implementation activities.
• Strong problem‑solving skills and ability to identify root causes of system issues.
• Ability to develop and deliver user training and technical guidance materials.
• Strong written and oral communication skills for technical and non‑technical audiences.
Duration of Contract
Post of limited duration. First year probationary period.
