Summary of Duties and Responsibilities:

The Ames National Laboratory Procurement Department is responsible for acquiring goods and services for the Laboratory in accordance with the Laboratory’s prime contract with the Department of Energy. In partnership with customers, colleagues, and suppliers, the department procures a broad range of high-quality and cost-effective products and services in support of the Laboratory’s mission. Procurement staff maintain the highest ethical standards consistent with Iowa State University’s Code of Business and Fiduciary Conduct.

Procurement seeks two supervisors with senior-level knowledge and experience to join the department. One will lead the purchasing team and the second will lead the subcontracting team. The successful candidate will provide senior-level procurement advice and guidance to all levels to process procurement and contract related subjects, must have an ability to establish a professional and collaborative rapport consistent with our Lab values, and work with minimal supervision to support the mission of the Laboratory. Limited business travel may be required.

The Subcontracts Supervisor coordinates and facilitates complex, high-value contractual arrangements, including construction, architectural and engineering (AE), and research subcontracts. Specifically, this position will administer construction and research subcontracts, negotiate and procure complex laboratory and research equipment, as well as other supplies, materials and services required. This work will require reading, understanding and making decisions on terms and conditions the Laboratory will or will not accept as risk. This position will administer the contracts for the construction of new federal building projects and the remodeling of federal building spaces; and hold responsibility for implementing multi-year research and professional agreement cost-reimbursement subcontracts.

The Purchasing Supervisor facilitates the purchase process and is empowered to pursue strategies and tactics that enable the Laboratory to achieve the best value, and has broad flexibility in (1) deciding which elements of value will be sought by the Laboratory and expressed in solicitation evaluation factors and their weightings and, (2) determining the most effective procurement business practices to employ. Professional judgment and creativity must be used to arrive at innovative methods of managing procurements to create value for the Laboratory. Responsibilities may include acquisition planning through collaboration and communication with internal business partners, soliciting and evaluating proposals, selecting qualified suppliers including qualified small businesses, conducting price and/or cost analysis, negotiations, drafting contractual instruments, making sound and defensible procurement decisions, developing well-written, sound procurement award recommendations, obtaining approvals, and awarding purchase orders. The Purchasing Supervisor is responsible for more complex and high-dollar value contractual arrangements to support the Lab’s mission. Limited business travel may be required.

Preferred Qualifications:

  • Bachelor’s degree in Procurement, Supply Chain Management, or related field
  • Experience in creating and posting solicitation opportunities in SAM.gov
  • Experience with Ames Laboratory or DOE (or similar university or governmental agency) policies and procedures
  • Experience in federal contracting and working knowledge of the Federal Acquisition Regulations (FAR)
  • Experience with Department of Energy Acquisitions Regulations (DEAR), and Small Business Subcontracting
  • Experience in complying with existing laws (e.g., Service Contract Act, Construction Wage Act, Walsh-Healy Public Contracts Act, Miller Act, Brooks Act, Buy American Act)
  • Proficiency with Microsoft Office applications and Smartsheet
