About the Position
The Procurement Specialist is responsible for the monitoring and administration of contracts and procurement-related services for the Maricopa County Sheriff's Office. Incumbent serves as a department liaison with the Office of Procurement Services, vendors, internal staff, and suppliers regarding purchases, researching and preparing background information for purchasing requests, maintaining purchasing records and may participate in the request for proposal (RFP) process.

Education
- High school diploma or GED
Experience
- Two (2) years of purchasing-related experience, which includes experience creating and monitoring solicitations and administering contracts.
OR
Combined education and experience qualifications
- Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
- Must possess a valid Arizona driver’s license or have the ability to obtain by the time of hire.
- Training that may be provided on-the-job: Safety; Payroll; PREA.
- Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.
- A Certified Agency Procurement Aide (CAPA) certification must be obtained within six (6) months of hire.
Our Preferred Candidate has
- Bachelor's degree
- 1-3 years of procurement experience in a large public sector procurement environment. Intermediate skill level with Microsoft Word, Excel and Access.
- Experience with Enterprise Resource Planning (ERP) software such as JD Edward, Oracle or CGI Advantage.
Essential Job Tasks
(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
- Develops, implements, and maintains internal purchasing processes and procedures, coordinate purchases for all divisions within MCSO
- Ensures purchase requisitions are properly completed and charged to the appropriate division
- Maintains databases and filing system for all documentation on purchasing activity according to the Maricopa County Procurement Code and Record Retention requirements
- Obtains/retains certification as a Certified Agency Procurement Aide (CAPA); acquire and maintain the appropriate Purchase Card (P-Card) authority
- Maintains procurement card purchases and reconciles transactions monthly
- Assists the Procurement Supervisor in developing specifications for contracts under Article 3 of the Maricopa County Procurement Code by conducting research, interviewing customers and vendors, analyzing and compiling data
- Responsible for the development of documents for various types of solicitations, including RFPs and RFQ’s
- Procures goods and services for the Sheriff’s Office using guidelines as outlined in the Maricopa County Procurement Code, staying within established dollar ranges
- Orders office supplies for the division and notify requestors when their items are ready for pickup.
- Process notary requests for MCSO personnel, including working with bonding company and Secretary of States office when necessary.
- Assists division staff regarding contractual issues; interprets and enforces procurement policies; advises Sheriff’s Office divisions, contractors, vendors, and others regarding current contract and procurement practices
- Acts as a liaison with the Office of Procurement Services for contract processing and providing contract status information
- Position may require meetings with multiple individuals representing County departments, vendors, and contractors to facilitate the procurement process
- Researches information in the Advantage system; provide other administrative assistance within the Procurement unit as necessary
- Operates a sedan, van, or pick-up with a capacity of less than 26,000 pounds
- Purchases and delivers various commodities to divisions throughout the Sheriff's Office
- Receives documents, reviews information to ensure accuracy and compliance with all procurement regulations / rules.
- Data entry of purchase orders for Article 3 procurement reviews information to ensure accuracy and compliance with all procurement regulations/rules
- Tracks and follows up on purchase orders to ensure timely delivery and accurate receipt
- Works closely with finance and other departments to make requested changes.
- Communications with all levels of MCSO Chain of Command, other County agencies, and vendors in person, email, and telephone
- Be present at the work site to perform any/all assigned duties scheduled/assigned by the Supervisor or Commander
