Procurement Sourcing Projects Manager

Project Management

  • Execute complex sourcing initiatives and projects. Communicate and advise senior stakeholders. Manage cross-team projects.

  • The role partners directly with the NL CPO, Group CPO, and ING Netherlands (CFO, COO, CIO, CRO), advising on sourcing strategy and representing procurement for high-impact leadership decisions in High-Value Procurement driven programs. (e.g. outsourcing decisions, where a strong understanding of risk management is essential, particularly in scenarios where ING remains accountable for performance, is essential to ultimately safeguard the quality of service delivered to our clients.

  • The role leads sourcing workstreams in complex, multi-year programs (e.g. mortgage, payments, cards, ATM outsourcing) with contract values up to €200–250M.

  • These are not generic projects, but critical transformations of core banking infrastructure and services.

  • The role holds delegated authority to make sourcing decisions within scope and budget, demonstrating trust in its ability to drive commercial outcomes independently within the procurement domain.

Sourcing Management

  • Providing input for the category managers for business partnering activities, such as establishing stakeholder relationships, managing strategic initiatives, managing business innovations and assessing innovation opportunities.

  • Provide input for the category managers during strategic activities, such as defining and managing category and sourcing approaches and strategies. Support category managers with identifying suppliers in scope during supplier segmentations.

  • Provide input for the Back Office team with performing KYS checks and onboarding suppliers.

  • Support the Procurement Operations team with approving and reviewing vendor master data.

  • Provide all information to operational tools during the supplier onboarding process and support contract management with supplier phase-out.

  • Responsible for developing the sourcing event and the management of the RFX process. Prepare sourcing documentation and train suppliers, design and issue the RFX and consolidate RFX responses.

  • Support category management with proposal negotiations and selecting suppliers.

  • Conduct contract negotiations with suppliers. Agree and document terms and conditions and finalize the approved contract.

  • Manage contract approvals and start onboarding process and content creation. Send the contract to the supplier and retrieve signatures from both parties.

  • Provide input for the Leadership team with evaluating available supplier innovations and strategies.

  • Function as a senior sourcing SME and possess deep category knowledge to execute complex sourcing initiatives across categories.

  • Drive contract and third-party risk compliance.

Vendor Management

  • The Sourcing Project Manager represents ING in negotiations with suppliers’ C-level executives, shaping commercial outcomes and long-term supplier partnerships, a prime example of senior procurement leadership.

  • Build supplier relationships during multi-year sourcing projects and develop and implement supplier strategies.

  • Manage supplier performance by collecting performance measurements and data. Conduct supplier dialogues.

  • Manage contract, Third Party risk compliance and contract obligations during the sourcing project phase, including business implementation.

  • Perform product and service quality assessments. Verify the quality of products/services.

  • As part of the project, managing the supplier phase-out and vendor master data for a specific set of contracts.

  • Lead governance meetings with a clear progress plan.

Category Management

  • Identify business needs, category specifications and requirements as input for category plans.

  • Advise category managers with the development of category strategies, approaches and improvement areas.

  • While not owning category plans, the role contributes critical insights from sourcing execution, supplier performance, and market dynamics, directly influencing procurement strategy and execution quality.

Strategic Challenges

One of the key challenges in this role, and across the broader organisation, is transitioning from a business partner model to a category-focused approach to leverage procurement category opportunities. Success in this position will depend on the ability to embed global category management practices within the ING NL organisation.

Furthermore, you have:

  • Fluency in the Dutch and English language on a professional business level;

  • 6+ years in Procurement area, preferably at strategic level and preferably in an international financial services provider organisation;

  • 6+ years experience in managing (hierarchical line) direct reports or actively coaching multidisciplinary colleagues;

  • Experience and local NL market knowledge in software, payment services, debit Cards, Facility, labour services on-shore and near-shore;

  • Proven track record in delivering Procurement Value;

  • Supplier, Contract and stakeholder management experience;

  • Experience in leading and driving large complex RFX, min >5M spend;

  • Experience in complex contract negotiations >5M spend;

  • Experience in leadership and transformation;

  • Experience working with offshore teams.
