Job Summary: This position is located at the Fort Rosecrans National Cemetery in San Diego, California.

Major Duties:

  • Works closely with the NCA Contracting Service to acquire the goods and services needed for the mission and goals at the National Cemetery. Prepares and executes contracts on all procurement requirements for the National Cemetery; completing needs assessments, reviews appropriate technical specifications, prepares required documents, procurement, and acquisition segments to include review of a statement of work, vendor negotiation of goods and/or services, agreement of associated costs. Evaluates contractor work, sets deliverable timetables and verifies invoice payments. The incumbent performs a wide variety of contract procurement and COR duties to include the following: - Conducts technical reviews when requested by the Contracting Officer (CO). Prepares staffing studies for quality assurance {QA) administration requirements. Reviews adequacy of methods, materials or equipment specifications based on knowledge of cemetery requirements and the functions to be performed. - Completes pre-bid site visits and inspections with contractors and government personnel to develop performance contract assessments. Participates in conducting pre-bid conferences and documents bidder questions. Participates in pre-award conferences. - Attends pre-start of work conferences after contract award to discuss the scope of work requirements, develop mutual understanding of contract provisions, provide contractors with pertinent administrative documents and discuss all technical aspects of the contract in detail. Reviews contractor submittals to determine acceptability and conformance to contract requirements. Recommends approval of schedule and other contractually required submittals, Works with the appropriate or designated staff to review submittals. - Acts as liaison between cemetery leadership, contracting officer and contractors. Assists in defining cemetery contact requirements, identifies and reports to CO on problems with contractor performance. Responsible for reviewing the quality of work, identifying material deficiencies, and determining the acceptability of contractor work. - Serves as point of contact with contractors after contract award and coordinates work effort with cemetery staff, co-workers, management, as well as contractors within constraints of COR authority. Explains terms and conditions of the contract, interprets drawings and specifications, reviews performance schedules, safety plans, invoices, and other contract documents. - Monitors contractor performance (e.g., ability to deliver services, products, and systems) establishes inspection and surveillance schedules based on review of contract clauses, plans and specifications, job conditions, contractor performance schedules, nature of the work to be performed and determination of critical inspection points ensuring quality of work. Depending on the contract terms and other conditions, inspections may be based on random sampling techniques, planned sampling, 100%inspection or validated complaints. - Reviews and evaluates requests for contract modification and change orders to determine feasibility ensuring requests are in the best interest of the government. Develops and presents documentation to support the recommendations to the CO with recommendations regarding request. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications: To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 03/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
