Job Summary

The Procurement Manager is responsible for leading a team of procurement specialists responsible for the timely and efficient procurement of equipment, materials, supplies and services across multiple fossil generation sites and operating regions to support commercial availability and drive financial value for the business unit. The position is expected to demonstrate a broad-based knowledge of all aspects of the sourcing and procurement process as well as optimize process efficiency to lead the team in driving savings, implementing contractual protections, facilitating purchase orders, and invoice resolution. The position will also be responsible for leading special projects and other cross-cutting departmental activities and may also have responsibilities for purchasing and contracting as needed.

Job Description

Key Accountabilities/Responsibilities

  • Provide direct supervision and leadership to the procurement specialist team ensuring performance delivery consistent with defined organizational objectives, regularly reviewing performance metrics to ensure targets are met or exceeded

  • Lead the performance management and development processes for direct reports, including check-ins, year-end performance reviews to enhance competencies and facilitate growth and development opportunities for team members

  • Balance workload distribution across the procurement specialist team(s) to ensure optimal working conditions, high team performance and satisfactory service levels

  • Make and implement recommendations for organizational improvements or changes to the procurement team as appropriate to effectively support a continually evolving fleet

  • Proactively collaborate and communicate with supply chain leadership, category teams and cross functional groups such as AP, Tax, Legal, etc., regarding process improvement ideas, solutioning issues and championing sustainable changes within supply chain and/or other organizations

  • Maintain strong relationships and regular team communications with key client stakeholders and suppliers to facilitate efficient sourcing, contracting and procurement activities as well as solutioning problems and recommending improvements

  • Ensure contract quality across the procurement team to provide commercial protections, mitigate risk and adhere to company policies and practices

  • Provide oversight and guidance for staff negotiations with suppliers in negotiating commercial and legal terms, recognizing and supporting escalation to Legal and/or Risk and Insurance, business stakeholders, and senior supply chain leadership when necessary for resolution

  • Incorporate safety into daily work ethic, team leadership and buying decision process

Education, Experience & Skill Requirements

  • High School diploma or GED

  • 4-5 years relevant procurement or contracting experience

  • Preferred 4 years’ relevant supervisory and leadership experience in sourcing or procurement

  • Sourcing practitioner that demonstrates solid knowledge and ability to prepare and execute one-off sourcing events, including e-Sourcing projects

  • Solid negotiation knowledge with ability to undertake negotiations of medium complexity, understanding what is important to Vistra and anticipating what is important to the counterparty; understanding of legal risks and practical effects of contract terms and conditions; ability to negotiate red lines of common commercial terms

  • Basic understanding of cost management principles including TCO, NPV, working capital and application of these concepts in sourcing decisions

  • Operational procurement expert with demonstrated ability to develop, apply, and improve the P2P process while ensuring compliance with policies and procedures

  • Ability to develop and maintain solid relationships with key stakeholders while influencing and/or challenging the status quo when necessary

  • Experience gained through college degree programs and/or certifications is applicable to above skills

  • Creation of real value, including price savings, cost avoidance, and working capital management as well as supplier diversity/SBA targets

  • Effective management of contract creation, expirations, and renewals
