Job Description:
Parsons are seeking a highly experienced Procurement Manager to lead all procurement and supply chain functions for a large-scale airfield/airport development program. This role requires deep expertise in strategic sourcing, vendor management, contract negotiation, procurement governance, and cost optimization for complex aviation or infrastructure projects.
The ideal candidate will have 20+ years of experience, including proven success managing procurement teams and delivering cost-effective sourcing solutions on multi-billion–dollar airfield or airport programs. The Procurement Manager will ensure timely and compliant procurement of goods and services, adherence to budgets, and implementation of best practices to support safe, efficient, and cost-effective project delivery.
What You’ll Be Doing:
- Develop, implement, and enforce the overall procurement strategy, policies, procedures, and governance framework for the airport program.
- Ensure procurement processes align with client requirements, project objectives, and organizational standards.
- Establish procurement KPIs, performance metrics, and reporting frameworks to monitor effectiveness and compliance.
- Lead strategic sourcing initiatives to identify, evaluate, and select suppliers and contractors.
- Develop and maintain strong relationships with vendors, ensuring performance, quality, and timely delivery.
- Implement vendor evaluation, performance monitoring, and improvement programs.
- Oversee the preparation, review, and negotiation of contracts, ensuring compliance with legal, commercial, and aviation standards.
- Manage variations, amendments, and contract renewals, ensuring proper documentation and approvals.
- Collaborate with legal, finance, and project teams to mitigate risks and optimize contractual terms.
- Lead the development of procurement plans aligned with project schedules and milestones.
- Ensure timely acquisition of materials, equipment, and services to meet project requirements.
- Monitor procurement progress, identify delays, and implement corrective measures to maintain project timelines.
- Manage procurement budgets and ensure cost-effective sourcing decisions.
- Analyze cost trends, supplier quotations, and market data to support budget compliance and value optimization.
- Implement cost-saving initiatives and ensure alignment with earned value management (EVM) or other financial performance metrics.
- Identify procurement-related risks and develop mitigation strategies.
- Ensure compliance with organizational policies, client standards, and regulatory requirements.
- Monitor supplier performance, delivery reliability, and contract adherence to minimize project risks.
- Prepare and present procurement reports, dashboards, and performance metrics for senior management and client stakeholders.
- Ensure transparent and timely communication of procurement status, risks, and opportunities.
- Act as the main point of contact for all procurement-related matters with internal teams and external partners.
- Lead, mentor, and develop a high-performing procurement team, fostering collaboration, accountability, and technical excellence.
- Conduct performance evaluations, support professional development, and promote continuous learning within the team.
- Encourage adoption of best practices, process improvements, and procurement innovations.
- Coordinate closely with project controls, engineering, construction, finance, contracts, and operations teams to ensure alignment of procurement activities with project needs.
- Collaborate with clients, government agencies, suppliers, and contractors to resolve issues and optimize procurement outcomes.
- Ensure procurement decisions support overall project goals and delivery schedules.
What Required Skills You’ll Bring:
- Bachelor’s degree in Supply Chain Management, Procurement, Engineering, or a related field.
- Master’s degree preferred.
- Minimum 20 years of experience in procurement and supply chain management for large-scale infrastructure projects.
- At least 10 years in senior leadership roles managing procurement functions.
- Strong background in airport/airfield, aviation infrastructure, or mega-project environments.
- Proven expertise in strategic sourcing, vendor management, contract negotiation, and cost control.
- Expert-level proficiency in procurement systems, ERP tools, and analytics platforms.
- Deep understanding of procurement processes, contract law, and supplier management.
- Strong leadership skills with experience managing large multidisciplinary teams.
- Excellent analytical, organizational, and negotiation skills.
- Strong communication skills with the ability to present procurement data to executives and stakeholders.
What Desired Skills You’ll Bring:
- Professional certifications: CPSM, CIPS, PMP, or equivalent.
- Experience managing multi-phase, multi-stakeholder airport expansions or airfield construction.
- Expertise in digital procurement tools, automation, and reporting dashboards (Power BI, Tableau).
- Knowledge of FIDIC or similar contract standards.
- Ability to thrive in fast-paced, high-pressure, multi-billion–dollar program environments.
- Strong business acumen with the ability to drive strategic sourcing and cost-saving decisions.
