About Laldia Container Terminal Project

The Laldia Container Terminal in Chittagong is a strategic greenfield project aimed at strengthening Bangladesh’s port capacity and enhancing trade connectivity. This high-impact infrastructure development will play a critical role in supporting economic growth by improving efficiency, capacity, and reliability of cargo handling in the region.

Role Purpose

The Procurement Manager will lead and establish a robust, transparent, and compliant procurement function for the Laldia Terminal project. This role is responsible for strategic sourcing, vendor management, contract execution, and cost optimization across all procurement activities.

The role will act as a key advisor to project leadership, ensuring procurement strategies align with business objectives while maintaining strong governance, cost control, and stakeholder collaboration.

Key Responsibilities

Procurement Strategy & Execution

  • Develop and implement a project-specific procurement strategy aligned with global standards.
  • Manage end-to-end procurement of goods, services, and capital equipment.
  • Ensure accuracy and authorization of purchase requisitions and adherence to procurement policies.

Tendering & Contract Management

  • Lead the full tender lifecycle, including:
    • Prequalification and bidder shortlisting
    • Expression of Interest (EOI)
    • Request for Proposal (RFP)
    • Evaluation and negotiation
    • Contract award and documentation
  • Collaborate with Legal and Finance teams to structure and finalize contracts.

Vendor & Stakeholder Management

  • Evaluate and onboard suppliers based on capability, quality, and performance.
  • Build and maintain strong supplier relationships while ensuring accountability and compliance.
  • Act as a key liaison between project stakeholders, contractors, and global procurement teams.

Cost Control & Market Intelligence

  • Drive cost efficiency through negotiation and strategic sourcing.
  • Monitor market trends, pricing, supplier capacity, and technological advancements.
  • Challenge and validate supplier price increase requests with data-backed analysis.

Operational Excellence

  • Ensure timely delivery of materials to support uninterrupted project execution.
  • Maintain accurate procurement records and reporting systems.
  • Supervise procurement operations and guide team members, including Purchasing Officers.

Governance, Compliance & Sustainability

  • Ensure full compliance with APM Terminals’ procurement policies and global standards.
  • Promote transparency, ethical sourcing, and risk mitigation in procurement practices.
  • Support environmental and safety initiatives aligned with company policies.

Stakeholder Engagement

Internal:

  • Project Leadership Team
  • Technical and Functional Teams

External:

  • Vendors, Suppliers, Contractors

This role requires strong influencing and negotiation skills, particularly in cost and delivery discussions.

Reporting & Scope

  • Direct Reports: Purchasing Officer
  • Functional Reporting: Regional Head of Procurement, Asia & Middle East
  • Scope: Primarily domestic, with regional/global alignment

Qualifications & Experience

  • Bachelor’s degree in Business Management, Accounting, Engineering, or a related field
  • 10–15 years of procurement experience, preferably in construction, infrastructure, shipping, or logistics sectors
  • Strong knowledge of South Asian construction markets and supplier ecosystems
  • Experience in managing imports, customs processes, and foreign exchange considerations
  • Proven stakeholder management and project reporting experience
  • Familiarity with procurement systems, analytics, and reporting tools (Power BI is an advantage)
  • Fluency in English; proficiency in Bengali is preferred
