Department Overview
The Procurement & Debt Management Section was newly established within the Ad & Media Company (A&M) in January 2026.
In response to revisions to Rakuten Group-wide procurement regulations and the resulting need to strengthen management and control/check frameworks, this section was formed to consolidate procurement management operations within A&M. The department will design, standardize, and execute A&M’s procurement operations, while also evaluating the introduction of a procurement management system.
By building a robust procurement process, we will contribute to enhancing the credibility and trust of A&M and Rakuten among business partners and society.

We are seeking a leader who will collaborate with A&M’s businesses to design procurement management operations and lead the execution team members (to be hired in the future and/or engaged as contractors).
In this role, even if you have no prior experience in procurement, you will be able to leverage your existing experience to build a new team structure and design operational processes.

Position Details
You will be responsible for establishing a new team, centered around yourself, to design and implement operational processes within the company.
- Initially, your focus will be on streamlining the procurement operations across various business units and individual companies, preparing them for integration into A&M's centralized procurement framework. You will collaborate closely with senior managers from these business units and companies, who will be concurrently assigned to this department, to define and design these new processes.
- You will also partner with relevant procurement operations departments within Rakuten to implement fundamental processes. This environment is conducive to developing new business processes, even if you lack prior procurement expertise, as you can leverage the knowledge and support of these internal departments.
- As you will be building this team from the ground up, you will actively participate in the recruitment process for your team members.
- Once the team is operational, you will oversee the day-to-day management, provide support to your team members, and drive continuous improvement initiatives.
Work Environment
Organizational Structure
- Number of people: Initially, two concurrent managers equivalent to Senior Manager or above, and five concurrent members will operate.
After operation, this position will be assumed by 1 person or less, with 3-4 members envisioned.
- Age range: (Concurrent members are around their 40s)
- Ratio of new graduates to mid-career hires: (Mid-career hires (100%) envisioned)
Mandatory Qualifications:
- Experience in either (1) or (2) below:
(1) Management experience (or equivalent leadership experience)
(2) Hands-on experience relevant to project management, such as designing operations or execution plans from the perspectives of people, resources, and timelines
- Cross-functional communication skills (ability to work across departments)
- Experience in business process design (any level of complexity is acceptable)
Desired Qualifications:
- 5+ years of hands-on experience in operations and/or back-office roles
- Knowledge of purchasing/procurement and accounting
- Experience in improving internal and external business operations/processes
- Experience driving projects forward (project execution/management)
