Your Mission:
The objective of this role is to drive procurement excellence globally, aligning all efforts with the principles of cost-efficiency, value for money, and a commitment to ethics and sustainability. This is achieved by the refinement and standardization of the end-to-end Source2Pay (S2P) process, coupled with the delivery of capable procurement systems. The role emphasizes the development of procurement policies, standards, and processes to achieve this objective, as well as management of designated global categories like IT and Operational Technology. Additionally, the role entails crafting and implementing (regional) S2P competencies, processes, and tools to achieve a streamlined and compliant S2P process.
As Procurement Excellence Manager, you will be part of the Global Finance & Procurement team, reporting to Director Contracting & Procurement and will be in constant contact with the nine Business Unit Procurement teams around the world.

What will you be doing?
Category Management: As the Procurement Excellence Manager, you will be crucial in executing Category Management for Global IT, following the documented IT Procurement Strategy. This responsibility extends to executing Category Management for Terminal Automation (OT) and Tank Gauging. Furthermore, you will manage contracts for all remaining Global Contracts in line with the Global Approved Vendor List and execute HQ Request for Proposals (RFPs) as needed.
Policy and Process Development: A core element of this role is maintaining a robust governance structure. You will formulate and update procurement policies, guidelines, and processes to ensure full compliance with industry standards, legal requirements, and best practices. This includes establishing and maintaining a standardized framework for all procurement activities that effectively balances necessary control with operational flexibility.
Procurement Systems: You will lay the groundwork for global systems by establishing a universal foundation of procurement data definitions and classifications. Through collaboration with cross-functional teams, you will design and implement optimized procurement systems and ensure their seamless integration with existing organizational processes and technologies.
Ethics and Sustainability: You are key in standardizing ethical conduct across all procurement activities. This involves actively integrating sustainability considerations into every procurement decision and ensuring strict adherence to Corporate Social Responsibility (CSRD) principles.
Compliance and Performance Framework: You will establish and enforce clear procurement practices and controls. You will also drive accountability by developing the Key Performance Indicators (KPIs) framework, which will be essential for measuring and tracking the procurement function's overall effectiveness.
Stakeholder Management: You will proactively engage with Business Unit S&P teams to identify and resolve their unique procurement challenges and requirements, ensuring that your standardized approach remains adaptable to their specific needs. Furthermore, you will communicate procurement strategies, policies, and performance to key stakeholders and collaborate with internal global departments to align procurement activities with Vopak's broader organizational goals.
Does this sound like you?
A Master's degree in Economics, Engineering, or equivalent;
Minimum of 5-10 years of relevant international work experience in procurement
Experience in the industry is a pre;
Understanding and ability to communicate at a senior level;
Insight into market circumstances including supplier and contractor information;
Project management knowledge and skills;
Knowledge of company contracts and company policies, rules, regulations, and procedures.
