Procurement Coordinator

PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Procurement Coordinator to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Paulsboro, NJ refinery.

This position will provide sourcing, contracting, and general procurement support for Logistics, Refinery operations, Maintenance, Turnarounds, Capital Projects, Corporate and other functional areas as necessary.

The Procurement Coordinator reports to the Sr. Manager, Procurement Operations and is primarily responsible for ensuring that the company has met all financial, legal, and technical policies and procedures required to procure needed services, equipment, and materials. This is accomplished through leading sourcing, contracting, supplier performance management, supply market analysis, or other strategic Procurement activities (core procurement activities).  The Procurement Coordinator has a high level of experience, functional expertise, and is the key representative of the team to the refinery for these core procurement activities.   

PRINCIPLE RESPONSIBILITIES:

  • Initiate and manage the contract process in compliance with logistics, refinery, and corporate policies.
  • Negotiate terms, conditions, and rates with contractors to ensure favorable agreements.
  • Develop and execute competitive sourcing events; evaluate proposals and recommend awards to business units.
  • Lead sourcing and contracting for complex services, products, technical equipment, and materials supporting refinery operations.
  • Collaborate with local and global functional teams to gather information, resolve issues, and define contract requirements.
  • Monitor and maintain contracts to ensure timely initiation, renewal, extension, or termination.
  • Develop contractor utilization criteria and project scopes.
  • Partner with Corporate Legal to secure required approvals for contracting activities.
  • Create and maintain contracts and purchase orders in SAP and Ariba.
  • Serve as the primary liaison between business units and contractors for compliance and dispute resolution.
  • Review, approve, and maintain contractor rates and related data in TRACK.
  • Support development and implementation of procurement strategies, policies, and procedures to achieve business objectives.
  • Assist in setting strategic goals aligned with Procurement Supervisor objectives for sourcing and purchasing general services, supplies, and materials.
  • Monitor and analyze supplier performance; maintain supplier scorecards and provide actionable insights.
  • Deliver training and guidance on contract policies to logistics, refinery, and corporate personnel.
  • Benchmark industry practices and participate in external groups to identify sourcing and purchasing improvements.
  • Lead cost-saving initiatives and process improvement projects.
  • Enhance team knowledge and capabilities in sourcing and procurement.
  • Provide forward-looking recommendations on supplier trends based on scorecards, research, and stakeholder input.
  • Identify and qualify new suppliers; maintain the Approved Supplier List and evaluate performance for pre-qualification.
  • Manage ISNetworld contractor compliance requirements for facilities.
  • Prepare and distribute weekly and ad hoc reports.
  • Coordinate with procurement teams across PBF sites to ensure alignment with shared vendors.

JOB QUALIFICATIONS:

  • Bachelor’s degree in business, marketing or a related field or equivalent Procurement work experience.
  • 5+ years’ experience in procurement or supply chain required, including the ability to write/negotiate favorable contracts with commercial and legal terms and conditions.
  • Knowledge of the Microsoft Office Suite (Outlook, Word, and Excel and SharePoint).
  • Ability to communicate clearly at all levels of the organization as well as with suppliers.
  • Negotiation skills and experience.
  • Strong analytical and problem-solving skills.
  • Understanding of Supply Chain Management.
  • Experience with SAP Materials Management module. Experience with additional SAP modules including Plant Maintenance is preferred. Experience with Ariba or other contract management software preferred.
  • Knowledge of accounting and budgeting process controls as it relates to Procurement.
  • This position is on site 5 days a week.

The salary range for this position is $88,424.81- $145,780.03.

The compensation range listed in this posting is in compliance with applicable state law.  Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation.  Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive benefits package which includes bonus eligibility, health care, retirement benefits, and paid time off.
