This position is eligible for hybrid-remote work following an initial training/onboarding period that will require an onsite presence. The duties of this position are primarily performed at the Salem HQ office located at 4034 Fairview Industrial Drive SE., Salem, OR. Candidates that successfully complete the introductory period are extended the option to work remotely 2-3 days per week.

This role is ideal for someone who enjoys problem-solving, working with details, and supporting teams through complex procurement processes. As a Procurement & Contract Specialist 2 in Salem, Oregon, you will play a key role in managing contracts from start to finish. This includes developing solicitations, negotiating terms, and overseeing agreements throughout their lifecycle. You’ll help define project needs, choose the right procurement methods, assess risks, and ensure contracts meet legal and policy requirements. Duties include:
Acquisition of goods and services, including public improvement and information technology
Contract solicitation and negotiation
Contract administration
Grant, federal contract and federal cooperative process
Fleet management (backup)
Travel occasionally, sometimes to remote locations, and sometimes overnight for 1-2 nights for pre-bid meetings (often for public improvement projects) and other events in Oregon.

WHAT WE ARE LOOKING FOR
Minimum Qualifications
Option 1: Four years procurement and contract experience related to the position. Two of the four years must have been at the professional-level such as developing and administering standard contracts, agreements, or solicitations.

Option 2: A bachelor’s degree and one year of professional-level procurement and contract experience related to the position.
-OR-
Option 3: Any combination of experience and education equivalent to four years of procurement and contract experience related to the position.

Strong written and verbal communication for drafting solicitations and contracts

Organizational and time management experience:
Managing multiple contracts and deadlines
Prioritization of tasks in a dynamic environment

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%
