Job Summary: As a Procurement Analyst, you will be responsible for procurement program management, policy compliance, development of policies & procedures, perform independent contract reviews, and serving as a Primary &/or Alternate Program Manager on one or more of WAPA's Acquisition Programs such as, but not limited to, Procurement Systems Administration, Acquisition Career Management, Small Business &/or Category Management.

Major Duties:

  • As a Procurement Analyst, you will: Be responsible for effective and efficient management of WAPA - wide acquisition programs such as the Government Purchase Card Organizational Program Coordinator, category management and strategic sourcing, contracting officer's warrant, contracting officer's representative, acquisition career management, small business, procurement systems, supply chain risk management, and other primary or alternate programs for effectiveness and legal compliance. Develop and/or provide interpretation and guidance to WAPA Procurement staff on procurement policies, practices, and procedures. Conduct independent reviews of headquarter and regional office's procurement actions to ensure compliance with all federal and agency laws, directives, regulations, policies, and procedures. Perform local site reviews and coordinates for actions subject to and selected by DOE for business clearance. Provide review and coordination of procurement documents requiring a higher level of management review or concurrence. Independently perform as a liaison to headquarters or regional procurement offices providing guidance and assistance to procurement and program staff on procurement requirements.

Qualifications: To qualify for the GS-13: Applicants MUST meet ALL requirements as described below: A. BASIC REQUIREMENT: 1. Completion of Training/Certification - FAC-C (Professional) or DAWIA Contracting Professional Certification: Federal Acquisition Contracting-Certification (FAC-C) (Professional) via the Federal Acquisition Institute (FAI), or Defense Acquisition Workforce Improvement Act (DAWIA) via the Defense Acquisition University, current certification is required upon selection and must be maintained by the incumbent. 2. At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience as described in B below. AND 3. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. - OR - Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. - Waivers are not being considered at this time for any or all of the requirements stated above. B. SPECIALIZED EXPERIENCE REQUIREMENT: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as experience in utilizing acquisition-related techniques and systems to perform procurement analysis to meet ALL the following: Conducting pre-award and post- award independent reviews for any of the following contracts: architect-engineer services, supply, equipment, IT, or support services. Researching and interpreting Federal laws, regulations, and statutes, as well as local directives, procurement regulations, policies, or guidance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
