Private Sector Partnerships Operations Associate
Organizational Setting and Work Relationships
The Private Sector Partnerships Operations Associate will support the Private Sector Partnerships (PSP) region/unit in the implementation of a variety of tasks related to finance, admin, HR and procurement and will ensure that all processes are set up efficiently and in line with the existing policies and procedures.
S/he will provide advice and recommendations on the application of policies and procedures related to these areas to ensure compliance and will support, train and build capacity of PSP admin staff.
Working closely with HQ and other internal stakeholders, the Senior PSP Operations Associate will also support in overall monitoring of income and expenses, as well as with PSP planning, reporting and budgeting.

Duties
- Support staff in the PSP region/unit on administrative and financial rules and regulations in order to ensure compliance with UNHCR rules and procedures.
- Assist with the implementation of processes and procedures to improve and strengthen internal controls in line with UNHCR rules and regulations.
- When required, provide assistance in sharing best practices and procedures for financial and administrative management and office management are implemented and assist in organizing and providing training and advice.
- Work with offices to maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
- Check the monthly accounts and administrative activities to ensure that disbursements are in accordance with UNHCR financial rules.
- When required, participate in the recruitment and appointment process and assist with administrative formalities concerning hiring of staff/UNOPS/Contractors/Consultants.
- Assist with all administrative tasks related to staffing and provide advice on personnel and administrative policies and procedures.
- Support PSP region/unit with HCC procurement processes and assist PSP admin staff with local LCC procurement processes in line with UNHCR regulations, rules and procedures.
- Assist the supervisor with the preparation of PSP annual budget and financial planning, according to the budget formats provided by the Global Operations Section in Copenhagen.
- Assist with preparation of annual staffing, ABOD and operations budget of PSP region/unit.
- Administer the overall income and expenses for PSP region/unit and assist with preparation of annual, quarterly, mid-year, monthly PSP reports.
- Support the supervisor with organizing workshops and meetings which includes venue arrangement, admin and logistics support.
- Prepare reports and presentations for senior level staff and other stakeholders, as required.
- Assist in training and capacity building activities of PSP admin staff and provide necessary support and training.
- Facilitate the mission travel of staff, including following up on travel authorization, booking, tickets as required.
- Assist PSP staff in the area of office management and other administrative tasks as required.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Essential
Proven relevant experience in more than one of the following areas: human resources, administration, finance, budget, and procurement. Ability to come up with innovative and creative solutions to operational challenges. Ability to support, train and build capacity of PSP admin staff in region/unit. Ability to work well under pressure on multiple tasks simultaneously, establish priorities and deliver quality output in a most time-efficient manger in support of PSP region/unit.
Desirable
Experience working in the UN. Experience with PSP or interest in learning about PSP and understanding the operations. Knowledge of UNHCR policies and procedures related to admin, finance, HR and procurement. Experience with UNHCR systems. Understanding of the complexities of working with an international organization with multiple geographical operational sites.

The Private Sector Partnerships (PSP) Service operates a network of 5 regional offices, 25 country operations and 11 National Partners across five regions. PSP’s primary goal is to maximize long-term net income for UNHCR, with a focus on revenue growth. With an expansive annual budget of approximately USD 180 million, PSP’s ambitious objectives require strong operational support to ensure that fundraising activities are delivered efficiently, transparently, and in compliance with UNHCR’s rules and regulations.
The Operations and Investments Section (OIMS) serves as the subject matter authority for the PSP network on financial, resource management and implementation. It ensures accurate capture of results and KPIs, oversees planning, contribution management, and procurement of goods and services. OIMS supports strategic decisions by PSP’s Global Leadership Team (GLT) and the wider PSP network, while coordinating and maintaining PSP’s business model.
Within OIMS, the Operations & Investments Unit (OIU) leads programme, finance, and contribution management functions. It coordinates PSP’s Planning Cycle activities, including resource allocation, quarterly reporting and monitoring, financial oversight, and income recording. The Unit also manages PSP’s annual budget and its implementation at programme level, working closely with other UNHCR Divisions (DFAM, DRRM, DRM) to align UNHCR’s framework with PSP’s context.
Additionally, the Unit acts as Secretariat for the National Growth Fund (PSP’s internal investment fund) and the Quarterly Business Review.
The PSP Operations Associate is a member of the OIU and will report to the Associate PSP Operations Officer. The incumbent will support the team and the wider PSP network, in ensuring effective resource planning and management, oversight, reporting and network collaboration.
Key responsibilities
1. Resource Planning and Allocation
Support the coordination of PSP’s multi-year strategy planning through all stages, including indicator updates and configuration, and the preparation of strategic narratives both offline and in COMPASS.
Monitor PSP’s global budget, tracking implementation rates and monitoring the overallocation, ensuring funds availability based on management decisions and timely adjustments.
Support Annual Planning and resource allocation exercises, ensuring alignment of PSP tools with UNHCR’s Resource Allocation Framework.
Oversee expenditure control, Spending Authority documents, and IBT reporting.
Liaise with DFAM and other Divisions on budget distribution and compliance, as well as other resource planning and allocation matters, as needed.
Maintain communication with stakeholders in the PSP network.
2. Monitoring and Reporting
Conduct check and balance activities, together with other OIU members, on PSP Annual Implementation Plans and Quarterly Reports; support in analyzing performance, and provide actionable insights to management.
Monitor the harmonized account code mapping across systems (COMPASS/CERP) and streamline reporting processes.
Contribute to the preparation and enhancement of the Quarterly Business Review process.
Contribute to the development and implementation of standardized reporting mechanisms for accountability and transparency.
3. PSP Network Support and Capacity Building
As part of OIU, maintain PSP guidelines, SOPs, and SharePoint content; support integration of new collaboration tools.
Prepare reports, presentations, and meeting documentation; assist with global PSP planning, reporting and forecasting exercises.
Coordinate resource management communities and facilitate knowledge sharing across the PSP network.
Design and deliver training sessions for PSP personnel on planning, reporting tools, and resource management processes to strengthen capacity and ensure consistent application of standards.
Serve as backup for National Partners’ management and reporting.
