Job Summary: The Department of Energy is seeking a dynamic Senior Executive Service (SES) professional to serve as the Princeton Site Office Manager. In this pivotal role, you'll be the senior federal official with responsibility steward the Management and Operating (M&O) contract for the Princeton Plasma Physics Laboratory (PPPL) in Princeton, New Jersey.

Major Duties:

  • As the Princeton Site Office (PSO) Manager, your responsibilities encompass developing and maintaining an effective working relationship with the Princeton Plasma Physics Laboratory (PPPL) and the Management and Operating (M&O) contractor, providing federal stewardship of government assets at the PPPL site, and managing the internal operations of the Site Office. Program Implementation and Federal Stewardship Works jointly with PPPL and the M&O contractor to identify and implement actions that will assist the laboratory to accomplish high quality science consistent with appropriate Federal, State and local laws and regulations. Establishes and communicates DOE requirements and expectations, authorizes work, provides funds for the work, reviews and approves work products, and provides feedback to the M&O contractor. Maintains a deep understanding of laboratory programs, operations, and performance issues, providing timely feedback to SC management Maintains comprehensive operational awareness of PPPL activities and facility conditions, serving as the owner for transactions affecting federal assets. Provide direction to the M&O contractor within the scope of work of the performance-based contract and within Departmental funding and program guidance. Internal Site Office Operations Serves as a leader and senior manager for the onsite Federal workforce. Manages the Site Office budget, and Federal business systems to ensure effective and efficient operations. Establishes goals and objectives for the Site Office. Ensures technical and administrative staff capabilities, skills and experiences are consistent with the effective and efficient operation of the Site Office.

TQ 1: Demonstrates executive experience in providing leadership and direction to a complex scientific or technical organization, such as the management or oversight of nationally recognized large-scale research and development facilities or programs. TQ 2: Demonstrates a general understanding of science and technology, as well as a working knowledge of and ability to oversee a wide variety of business and operational management systems. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
