Job Description:

Job-Purpose

Under the supervision of the Health and Nutrition Sectors Lead and in collaboration with the health team, the Primary Health Care (PHC) Coordinator will be responsible for supporting the design, implementation, and management of the technical and operational aspects of WVA’s Health program. This role includes overseeing the implementation and quality assurance of health programs, supervising project activities across all targeted provinces, ensuring adherence to national and international standards, and providing technical support to field staff. The PHC Coordinator will also contribute to the development of project proposals, prepare detailed reports for donors and stakeholders, and represent WVA at various meetings and coordination forums. This full-time position, based in Herat province, requires the successful candidate to work closely with the Health Sector Lead to ensure that all project activities comply with established standards, maintaining the quality and effectiveness of the health programs.

Technical support and Quality Assurance

 

  • Offer technical guidance and support to Health project staff, ensuring they have the necessary tools and knowledge to implement activities effectively.

  • Provide ongoing technical assistance and guidance to field staff on health best practices and program implementation.

  • Ensure adherence to national Health policies and international standards.

  • Oversee project activities through regular field visits, providing on-site support and ensuring compliance with project documents and relevant health policies and guidelines.

  • Continuously monitor and evaluate Health services to ensure they meet national and international standards, identifying areas for improvement and implementing corrective actions.

  • Conduct training sessions for Health project staff to enhance their skills and knowledge in delivering quality health services.

  • Use the most current versions of quality assurance checklists for health system supervision and monitoring, including the National Monitoring Checklist, HQIP, and others.

  • Strengthened the capacity of health sector project staff through targeted training and support.

  • Conducted field visits to project sites to assess technical quality and ensure compliance with health sector minimum requirements.

Design and Proposal Development

  • Contribute to identifying health and nutrition needs within the community, providing critical data for proposal development.

  • Collaborate with the Program Development team to design new health-specific projects, offering technical input for all project proposals and concept notes.

  • Work with local health authorities, community leaders, and other stakeholders to gather insights and ensure that proposals align with local needs and priorities.

  • Assist the Health and Nutrition Sector Lead to identify funding opportunities and design innovative health programs.

Reporting planning, Monitoring and Evaluation:

  • Health -related assessment tools are current and aligned with the standards of the respective cluster working groups.

  • Collaborate with the MEAL team to coordinate the documentation of health program evidence, lessons learned, and good practices on a quarterly basis.

  • Organize and coordinate monthly health project reflection and review meetings with project managers, coordinators, and officers.

  • Ensure that the meetings are hosted remotely on a rotational basis by the respective managers/coordinators.

  • Train health field teams on the documentation of Significant Change Stories/Impact Stories, ensuring that each province's FSL team submits 1-2 impact stories quarterly.

  • Regularly update sector/context analysis using new data from REACH monitoring, IPC analysis, and cluster guidelines and standards for Afghanistan and the Middle East region.

  • Provide monthly updates to the Humanitarian Response Report Hub and health clusters.

Networking and External Engagement

·       Foster effective relationships with stakeholders, including community leaders, health authorities, and partner organizations, to promote collaboration and information sharing.

·       Attend regional cluster meetings and share the lessons and good practice in regional, provincial cluster meetings. Ensure Managers/Coordinators make monthly progress/lesson learned presentations during internal and cluster meetings

·       Attend Project inception phase meetings of the project 

·       In coordination with the Zonal Manager and respective project managers establish and maintain liaison with relevant government departments.

·       Where required effectively represent WV operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites

·       Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.

·       Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

 A degree in Public Health, Nursing, Medicine, or a related field.

Required Professional Experience

·       A minimum of 6 years of experience in humanitarian and/or development assistance health programs.

·       Proven experience in capacity building.

·       Expertise in managing comprehensive primary health care programs, particularly in Primary Health Care, Reproductive and Child Health, and/or Health Information Systems.

·       Demonstrated ability to foster strong collaborative relationships with partners, particularly government authorities, based on principles of mutual trust, respect, accountability, reciprocity, inclusion, and transparency. Capable of promoting a shared project vision among diverse partner organizations.

·       Excellent interpersonal and communication skills, both oral and written.

·       Strong writing and analytical skills, with the ability to convey technical information to various audiences.

·       Proficient in Windows, MS Office programs, email, and relevant health databases (HMIS, DHIS, etc.).

 

Required Language(s)

Fluency in English is essential; knowledge of local languages is an advantage.

 

Required travel and/or work environment accommodations

This position is based in Herat province and requires a minimum of 50% travel to World Vision's targeted provinces, including Faryab, Ghor, Badghis, or any other new locations that may be targeted in the future.

Position’s physical requirements

General good health to handle the physical demands of the job, such as standing, walking, and traveling in remote districts.

 

Preferred Experience, Knowledge and/or other Qualifications

  • MA degree in Public Health, Nursing, Medicine, or a related field.

  • Strong understanding of primary health care principles, health systems, and quality assurance practices.

  • Proven ability to plan, implement, and monitor health projects effectively.

  • Demonstrated teamwork abilities and experience in supervising and supporting staff.

  • Proficiency in Microsoft Office Suite and other relevant software

  • Positive attitude, excellent communication skills, and excellent team worker
