PURPOSE OF CONSULTANCY
Purpose of Consultancy:
To support PAHO’s RO advance the road safety and drowning prevention agenda in the Americas, by conducting the following activities/preparing the following products:
• Attending bilateral virtual meetings with the Regional Advisor (RA) for Road Safety and Prevention of Unintentional Injuries as required to support coordination of activities (all period).
• In close coordination with CO and RA, integrate monthly progress report for the UNRSF project on “Strengthening Legal Frameworks to Promote Motorcyclist Safety in the Americas” (all period).
• Provide support to RA to prepare factsheets, presentations, and different materials as per the program needs (all period).
• Develop content to prepare a webpage for the UNRSF project on “Strengthening Legal Frameworks to Promote Motorcyclist Safety in the Americas” to disseminate progress on the implementation of activities related to this project in participating countries (Delivery 1).
• Develop content to prepare a webpage for post-crash care to upload progress made in the Region on this important area of work (Delivery 1).
• Provide support to RA in the organization, coordination and execution of two webinars (one as part of the UN’s World Drowning Prevention Day on July 25th) (Delivery 3).
• Assist in the dissemination of calls for proposals on road safety and drowning prevention to CO, and in the technical review of proposals received as part of different UN Road Safety Fund and Bloomberg Philanthropies initiatives (Delivery 4, but could change depending on the time of calls).
• Support data collection/integration/analysis and validation processes during 2026 for the upcoming review of the road safety status report to be published in 2027 (Delivery 4).
This consultancy is aligned with Output WHO2.2.1.IND4 UID 1329 Number of countries that have made a legislative or policy change to improve road safety, enabled by WHO technical support of the 2026-2031 Strategic Plan of the Pan American Health Organization.
DESCRIPTION OF DUTIES:
Description of Deliverables:
Consultant will be responsible for delivering the following products/services with input from respective project manager: _Ricardo Perez Nuñez
Deliverable 1: Delivery of a workplan to conduct the activities part of this consultancy. Due date: 15 March 2026. Payment percentage: 20%.
Deliverable 2: A detailed quarterly report of activities conducted as part of this consultancy (July to September 2025), including a description of the challenges faced to complete the activities and strategies to achieve them. Due date: 30 June 2026. Payment percentage: 20%.
Deliverable 3: A detailed quarterly report of activities conducted as part of this consultancy (July to September 2025), including a description of the challenges faced to complete the activities and strategies to achieve them. Due date: 30 September 2026. Payment percentage: 20%.
Deliverable 4: Final report of activities, including a detailed report of all key activities conducted as part of this consultancy. Due date: 31 January 2027. Payment percentage: 40%.
The total consultancy fee is US$48,000.
Qualifications, experience, skills and languages
Education:
Master’s degree in public health, epidemiology, or a related field, with intermediate knowledge of road safety and drowning prevention fields.
Experience:
The successful candidate will have:
1. Dedicated training, excellent knowledge and several years of experience working on road safety and legislation/law.
2. Minimum of 5 years of experience in public health in low and middle-income settings, preferrable in the Americas region.
3. Experience in working with governmental and national-level regulatory institutions is an asset.
4. Experience working independently.

9. Proficiency in MS Office software applications (i.e. Outlook, MS Word, Excel, and PowerPoint).
