Background
The purpose of the COO Tech domain is to: Elevate transparency and control over which IT products and services are delivered and consumed throughout ING in a standardized manner, leading to faster, more cost-efficient, and increased usage of our growing technology platform.
The top structure of COO Tech consists of four subdepartments, with several teams operating under their leadership: 1) CTO Development & Support, 2) Change & Transformation, 3) Product & Service Management and 4) Reporting & Insights (CDO).
CTO Portfolio Management is a team under the Head of Change & Transformation CTO and you will report hierarchically to the Lead Change & Transformation CTO PFM.
The purpose of the CTO Portfolio Management team is to:
steer the Tech change portfolio in line with the Change & Transformation reference model and harmonize processes across all CTO domains
facilitate transparency & insight in roadmaps and provider/consumer plans
manage dependencies and track/monitor program health
prepare & consolidate the deck for the CTO Domain Execution Meeting (DEM)
Key Responsibilities
The Portfolio Manager CTO is responsible for providing oversight on the CTO Portfolio, including:
Change initiative lifecycle management
Manage regulatory and supervisory commitments across all CTO domains and supervisors.
Support timely and predictable execution of change lifecycle events (initiate/closing etc.).
Transparent change capacity and financials reflected in Dynamic Plan and portfolio composition
Organise the change DP process for C&T Tech connected to the global Change DP process.
Drive and quality assure a transparent and up-to-date portfolio composition.
Transparent change portfolio to be able to manage progress and resolve impediments.
Ensure timely MBB/TLM/DEM reporting on change initiatives and other Tech related topics.
Provide solicited and unsolicited advice on change initiative set-up towards Expert Leads and Programme Managers.
Create impactful insights on the change portfolio along financial, progress and early warning dimensions.
Create portfolio insights for Global Tech leadership.
Provide early warning on demand supply gaps that impact delivery predictability.
Consistently implemented global and local change and transformation practices.
Implement and improve C&T reference model implementation.
Quality assure / oversight on minimum required maturity and consistency with global practices. E.g. implement and guide aligned and consistent QBR processes. Quality assure local change steering to ensure impediments are identified early etc.
Run improvement initiatives to align with new tooling and Portfolio Management practice changes and capabilities. E.g. support definition and roll-out of new transformation KPI.
Provide support to Domain Portfolio Managers in applying global Portfolio Management related practices.
Requirements
Experience:
5-10 years of experience in Change & Transformation. Portfolio Management experience preferred, but not essential. We also invite change managers and consultants to apply.
Skills and experience:
Strong Portfolio Management skills: being able to bring structure and plan with an eye for details.
Deep knowledge of backlog management
Organisational sensitive with the ability to build trust with senior leadership
A naturally collaborative person, who listens and invests in others to achieve common goals and at the same time pushes, where needed, to achieve results
Excellent level of English, communication, and presentation skills
Knowledge of tech is considered a bonus
Education:
Master’s degree and relevant certifications
