Job Summary:
KBR seeks a Portfolio Director to manage an advanced NAVWAR / NIWC Atlantic portfolio, emphasizing emerging technology innovation and cybersecurity across enterprise, Warfighter, and Defense Health systems.
This role provides executive-level oversight across multiple programs and task orders, balancing mission execution, financial performance, customer satisfaction, and long-term business growth. The position is based in Charleston, SC at KBR’s new Charleston Facility.
Roles and Responsibilities:
Portfolio & Program Management Leadership
- Oversee and approve task planning, execution strategies, and delivery across multiple large programs or product lines.
- Establish strategic direction for functional teams and direct reports across the portfolio to balance mission priorities, schedules, and resources.
- Approve resource requirements, staffing plans, and effort estimates across the portfolio.
- Lead large, cross-functional teams through execution of program and process roadmaps, ensuring integration across technical, operational, and business dimensions.
Financial, Schedule & Performance Accountability
- Maintain end-to-end responsibility for program data integration, including:
- Financial tracking and forecasting
- Quality metrics
- Schedule performance
- Risk management
- Analyze variances and critical paths; direct implementation of corrective actions to maintain cost, schedule, and performance commitments.
- Own Profit and Loss (P&L) of assigned programs
- Balance customer expectations with internal business objectives and contractual commitments.
Business Planning & Growth Support
- Participate in and approve business planning activities, including Annual Operating Plan (AOP) and Strategic Plan (STRAP) development across multiple sites and teams.
- Partner closely with Business Unit leadership, Controllers, Business Development and Marketing organizations to:
- Shape new opportunities
- Support capture efforts
- Manage and control business execution
- Ensure programs meet customer needs while achieving targeted financial and operational outcomes.
Process, Quality & PM Excellence
- Serve as a domain expert in program management processes and architectures
- Integrate process rigor, quality standards, and execution discipline across the portfolio.
- Apply advanced estimation techniques, critical path analysis, and earned value management to balance resources, cost, schedule, and scope.
- Stay informed on program management trends, tools, and methodologies across industry and academia, applying best practices to portfolio execution.
Stakeholder & Customer Engagement
- Act as a senior interface with NAVWAR and Defense Health stakeholders.
- Represent KBR’s program management organization as a trusted leader and advisor.
- Ensure consistent, transparent communication with customers and internal leadership.
Basic Qualifications:
- Clearance: Active Secret clearance required. (TS/SCI eligibility preferred).
- Bachelor’s degree in a related program field.
- 12+ years of directly related experience in program and portfolio management with increasing leadership responsibility.
- In lieu of formal education, Candidates with 20 years of directly related experience may be considered in accordance with contract requirements.
- Extensive experience managing large, complex DoD programs with financial accountability.
- Advanced knowledge of:
- Program cost and budget planning/control
- Business concepts and accounting principles
- Multi-site and multi-team program execution
- Demonstrated ability to lead large functional and cross-functional teams.
- Strong understanding of overall business operations and associated costs.
Preferred Qualifications
- Master’s degree (M.S.) or MBA.
- Experience supporting NAVWAR / NIWC Atlantic or Military Health efforts
- Cross-functional leadership experience spanning engineering, cyber, operations, and business.
