Job Summary

ITD Digital Lending and Corporate Unit (ITDAI LC) of the IT Department is seeking to hire a Platform Owner to support a wide range of IT applications utilized by the Language Services Division of Corporate Services and Facilities in the IMF.

The successful candidate will be part of the platform delivery team and will be responsible for platform service delivery of planned enhancements and system integrations while managing a team of contractors and vendors. This role encompasses end-to-end lifecycle management of IT products and platforms, providing support from initial concepts through retirement, and requires extensive technical expertise in IT solutions.

Proficiency with large language models (LLMs) and computer-aided translation/interpretation tools are essential, typically acquired through hands-on development work. The incumbent will supervise one or more products or platform families and deliver IT development and support services. Working closely with the Business Product Owner, the candidate assumes complete accountability for the product/platform lifecycle, collaborates with stakeholders to help shape policies and strategies, facilitates prioritization across product stacks, and interprets business strategies, opportunities, risks, and requirements into ITD platform technical specifications for incremental delivery to ITD consumers.

Major Duties and Responsibilities

  • Leads the development and support of strategies, architecture and programs for complex products and platforms, ensuring consistency with specified requirements agreed with both external and internal customers.

  • Responsible for Language Services applications and technologies used at the IMF. Leads implementation and support of LS solutions, including Translation Management System, such as Plunet, and Computer Assisted Translation tools, such as, RWS SDL Trados Suite, DeepL, Venn, MS Azure Translation Services, among others used at the IMF.  

  • Responsible for executing the “Two in the Box” product/platform management concept and leading the business owner and stakeholders through the product/platform lifecycle process.

  • In collaboration with the Business Owner, develops roadmaps which outline the business capability needs.

  • Responsible for developing resource and budget plans in collaboration with key IT stakeholders.

  • Provides guidance, leadership and assignments for the integrated product/platform teams including business analysts, developers, QA and release specialists.

  • Takes full responsibility for the balance between functional, technical, service quality and systems management requirements within the product and platform area.

  • Within a business change program, manages the target design, policies and standards, working proactively to maintain a stable, viable architecture and ensure consistency of design across product and platform components.

  • Works closely with and ensures regular communication with internal project stakeholders, project sponsors, and the business to ensure smooth project onboarding.

  • Works to continuously assess resource capacity, prioritize, anticipate and make tradeoffs, and balance business needs against technical, resource or time constraints.

  • Coordinates and plans with other IT teams, for example, architecture, engineering, information security, architecture, web engineering, service management, etc. to ensure successful, timely feature delivery to meet the business expectations.

  • Manages the platform teams to determine technical requirements and specify effective solutions, providing improvements in information systems, information management, practices, procedures, and organization change.

  • In collaboration with Business Owner, prepares business and technical cases which define potential benefits, options for achieving these benefits through development of new or changed processes, and associated business risks.

  • Produces or oversees the production of deliverables such as Statement of Work, detailed design documentation, unit test plans, and maintenance reference manuals, etc.

  • Advises on application of IT standards and methods and ensures compliance.

  • Provides leadership for all stages and/or iterations in a software development product, providing method-specific technical advice and guidance to stakeholders and executing teams.

  • Contributes effectively to identifying new areas of software process improvement within the organization.

  • Carries out software process improvement assignments, justified by measurable business benefits.

Minimum Qualifications

Educational development, typically acquired through the completion of an advanced university degree in computer science, engineering, mathematics or related field of study or equivalent, plus a minimum of four (4) years of relevant professional experience; or a bachelor’s degree in computer science or a related field of study plus a minimum of ten (10) years of relevant professional experience, is required.

Ideal candidates should have strong expertise in the following areas is highly preferred:

  • A minimum of four years’ experience as a Platform Owner or Technical Lead in software development, responsible for managing platforms and delivering solutions.

  • At least two years’ experience with Language Services applications, such as Translation Management Systems (e.g. Plunet), Computer Assisted Translations (CAT) tools (e.g. RWS SDL Trados, and Artificial Intelligence based solutions like MS Azure Translation Services.

  • Proficiency in cloud-based technologies, preference is MS Azure translation Services.

  • Experience with Service Management processes and tools such as ServiceNow, for the administration of Incidents, Service Requests, Problems, Enhancements, Tasks, etc.

  • Preferred certifications include PMP, Six Sigma Green Belt and ITIL v.3 or v.4.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
