Job Description:
arsons is seeking a strategic and highly analytical Planning Manager with extensive experience in Wet Utilities to lead the integrated scheduling and planning efforts for the Trojena project. You will be responsible for developing, maintaining, and overseeing the complex master schedules required to deliver water, wastewater, and stormwater infrastructure in one of the world’s most challenging mountain terrains.
As a Planning Manager, you will ensure that utility delivery is perfectly synchronized with civil works, tunneling, and vertical construction, providing NEOM leadership with clear visibility into project milestones, critical paths, and potential risks.
Integrated Master Schedule (IMS): Lead the development and management of the Level 3 and Level 4 Integrated Master Schedules for all wet utility packages using Primavera P6.
Critical Path Analysis: Perform rigorous critical path method (CPM) analysis to identify potential bottlenecks in the installation of pumping stations, pipelines, and treatment plants.
Progress Monitoring: Establish Earned Value Management (EVM) baselines. Monitor physical progress versus planned progress and provide detailed variance analysis (Schedule Variance/SPI).
Interdisciplinary Coordination: Chair weekly planning meetings with design, construction, and commercial teams to ensure utility installation is aligned with the overall Trojena development timeline.
Risk Management: Conduct Schedule Quantitative Risk Analysis (SQRA) to model the impact of weather, logistical constraints, and technical design changes on the completion date.
Recovery Planning: Develop mitigation and recovery schedules when project delays are identified, ensuring that critical utility services are available for the project's operational phases.
Executive Reporting: Prepare high-level dashboards, S-curves, and "Look-Ahead" schedules for Parsons’ senior management and NEOM stakeholders.
Experience: Minimum of 15 years in project planning and scheduling, with a significant portion dedicated to large-scale infrastructure and utility projects.
Wet Utilities Expertise: Proven track record in planning for Wet Utilities (Water Networks, STP/WTP facilities, and major drainage systems).
Education: Bachelor’s Degree in Civil or Mechanical Engineering, Construction Management, or a related field.
Software Mastery: Expert proficiency in Primavera P6 is mandatory. Familiarity with Tilos (linear scheduling), Acumen Fuse, and Microsoft Project is highly desirable.
Certifications: PSP (Planning & Scheduling Professional) from AACEi or PMP certification is preferred.
Giga-Project Context: Experience working on massive-scale projects in the Middle East; understanding the specific logistical challenges of the NEOM region is a distinct advantage.
Strategic Foresight: Ability to visualize the entire project lifecycle and predict inter-disciplinary clashes before they impact the site.
Leadership: Strong ability to lead a team of planners and influence subcontractors to maintain schedule discipline.
Communication: Ability to simplify complex scheduling data into actionable insights for non-technical stakeholders.
