Job Summary: This Position is located in Facility Management Service (FMS), Roseburg VA Medical Center Roseburg, OR. This is an open continuous announcement. Major Duties:

  • Major duties include but is not limited to: Performs a full range of duties at the Journeyman level to include installation, modification, and maintenance/repair of all plumbing and piping systems Performs work both inside and outside of buildings (including underground), and all equipment fixtures and fittings Works from building plans, blueprints, sketches, and work orders Plans, lays out, and fabricates plumbing and piping systems, modify systems, and remove devices and systems Works with systems that supply or dispose of gases and fluids for medical gas, vacuum. systems, plumbing systems, and special purpose equipment found in hospitals Installs gauges, traps, thermostats, backflow preventing units, and other plumbing related devices. Packs, adjusts, and repairs valves of various types; repairs leaks, clear obstructions in piping, and make necessary adjustments for proper system operation Operates pipe threading machines, hand tools, electric sewer augers, fans, pumps, and other trade related tools and equipment Inspect plumbing and pipefitting systems installed, updated, or replaced by outside vendors/contractors Supports management, engineering technicians, and project managers as the station pipefitting/plumbing expert through design consultation, code consideration, and installation guideline support of plumbing and piping systems Supervises contracted vendor fabrication and installation of domestic plumbing and high-pressure/high-purity pipe systems Troubleshoots/tests various medical gas systems, fire suppression, plumbing systems and equipment including backflow prevention devices Responsible for interior building plumbing systems such as low-pressure steam packaged boilers, steam and condensate piping, steam traps, steam/water pressure reducing valves, steam/water pressure relief valves, steam converters, condensate return pumps, water heaters, domestic hot/cold water plumbing fixtures, lavatories, toilets/urinals, mixing valves, natural gas, and compressed air systems Performs replacement and reseating of faucet washers flush valves; repairs segments of piping by replacement due to wear and tear, unplugs major sewage stoppages, repacks valves, repairs steam traps, pressure regulators, and replaces diaphragms in control valves Performs maintenance and repair to personal, fixed and portable hospital equipment, such as steam sterilizers, autoclaves, cart washers, reverse osmosis demineralizers (RODI), eyewash/shower stations, and backflow preventers. Responsible for kitchen equipment of various types Inspects, test, maintains, repairs or replaces facility backflow prevention devices to protect domestic water systems in accordance with Federal, State, local regulatory agencies, and the manufactures recommendations Documents and maintains testing results Maintains and makes repairs to water circulating pumps by overhauling to include replacement of bearings, shaft sleeves, mechanical seals, packing, and motor pump couplings in accordance with manufactures recommendations Continuously train, direct, and supervise apprentices, and workers assigned to plumbing and pipefitting work Works with plumbing/pipefitting; suppliers/vendors to ensure accounts and material markups are within industry standards, while also working to enhance VA vendor/contractor relationships Work Schedule: Monday - Friday, 7:30am to 4:00 pm Position Description Title/PD#: Pipefitter/PD30494A Relocation/Recruitment Incentives: May be authorized to highly qualified candidate. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. The Screen Out for this position is to do the duties of a Plumber without more than normal supervision such as inspects plumbing and pipefitting systems; inspects, tests, troubleshoots and performs routine maintenance and repairs of medical gas an medical vacuum systems required by NFPA 499, Standard for Healthcare facilities; inspects, tests, troubleshoots and routine maintenance of backflow prevention devices. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Measurement and Layout Technical Practices Troubleshooting Use and Maintain Tools and Equipment Without more than normal supervision Certification Requirements: Applicant must be ASSE 6040 certified within 6 months of hire date with the State of Oregon. Incumbent must be State of Oregon certified Backflow Assembly Tester within 6 months of hire date. Certifications must be maintained at all times. Driver's License: A current, valid state-issued Driver's License is required for this position. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent works from ladders, scaffolding, and platforms, where parts of systems are in hard to reach places. Considerable lifting of heavy objects up to 50 pounds is required. Assistance is usually available for the handling of heavier material and equipment. Heavy exertion is required at frequent intervals. Incumbent must be capable of working inside and outside in excessive heat, cold, noise, confined areas, and on intermittent slippery or uneven surfaces. Incumbent may receive minor cuts or abrasions while performing these duties. Work can also require long periods of standing or sitting depending on the work scheduled by the Maintenance and Repair Supervisor and/or FMS. Working Conditions: The working conditions vary with the environment. It may be inside or outside, and is usually dirty, dusty, greasy, and may be in inclement weather. The incumbent is continually exposed to the open flame of torches used to cut, braze, and solder pipe. The incumbent may be assigned to work in areas where certain potentially harmful physical and /or chemical agents are present. The incumbent will be exposed to raw sewage of a hospital that does carrying every disease of the patients it serves. To ensure employee safety and health, personnel protection programs are maintained. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. As part of the medical surveillance programs, the incumbent may be required to take medical examinations to assess his/her medical qualification for duty.
