The primary purpose of this position is to provide the full scope of primary and preventative health care services to military members serving as aircrew or in special duty occupations and their family members (to include pediatrics and geriatrics) in Military Treatment Facilities (MTF).
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Individual Occupational Requirements (IOR) for the GP-0602 series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of Transcripts and License. WITH LICENSURE: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of Transcripts and License. WITH GRADUATE TRAINING: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. AND EDUCATION: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. NOTE: You must submit a copy of Transcripts and License. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge applying concepts, principles, and methodologies pertaining to Aerospace and Occupational, Medicine, and Primary Care Medicine to serve as a recognized board-certified expert in medical evaluations, diagnostic treatment, and follow-up military members serving as aircrew or in special duty occupations. Knowledge of medical practice standards, current peer and scientific evidence based practices, disease management and clinical decision making principles, universal infection control guidelines and standards, the community resource system, and administrative requirements to direct management of a full range of primary and health care services to include aerospace medical care, ambulatory surgical procedures, patient/family education, preventive counseling, referral to other facilities and coordination of care. Knowledge of DoD guidelines governing the duties and physical standards for aviators, special duty operators, and continued military services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Family Medicine practices, principles, and theories to carry full responsibility for medical care of a wide range of illnesses and injuries. Must also be experienced in military Flight Medicine and Occupational Medical practices. 2. Knowledge of clinical decision making principles, population base management strategies, and principles of disease management through the use of clinical path guidelines and the community resource/referral system. 3. Knowledge of the DoD and U.S. Air Force Instructions (AFI) governing the duties and physical standards for aviators, special duty operators, and continued military services, to include but not limited to DODI 6130.03, AFI 48-123, USAF Aerospace Medicine Waiver Guide, USAF Aerospace Medicine Approved Medications handout, and the equivalent Army/Navy regulations. 4. Knowledge of universal infection control guidelines and practices and accrediting agencies' (e.g., AAAHC, TJC) medical practice standards. 5. Skill in the evaluation, diagnosis, and treatment of a wide variety of diseases and medical conditions, to include but not limited to diabetes, hypertension, cardiovascular disease, asthma, arthritis, cancer, extremity injuries, and psychiatric psychological disorders. 6. Ability to guide, train, and mentor other physicians, paraprofessionals, clinical nurses, and ancillary support staff. Ability to travel and lift up to 40 pounds of necessary travel support equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
