Job Summary: This position serves as an OUTPATIENT Pharmacy Technician for the Pharmacy Department of the Ralph H. Johnson VA Medical Center, providing various technical support services and may function in various areas of the pharmacy to include the main outpatient dispensing pharmacy, phone center, outpatient clinic, administration area, or other area as assigned.

Review prescription orders for technical accuracy. Prepares medications and ensures the orderable item matches the item being dispensed. Dispenses medications and sterile products following all regulations, policies, and procedures. Uses Automatic Dispensing Machines (ADM to batch and label medications. Ensure ScriptTalk labels are batched if needed. Maintains highly sophisticated pharmacy equipment. Cleans and maintains ADMs and other counting machines. Troubleshoots pharmacy equipment and databases as needed. Assists with automated or manual inventory processes that include inventory counts, medication ordering, stocking, checking for outdates, pulling outdates, pulling recalls, inspections, or any other activity related to medications. Accurately interprets EHRM patient medication profiles. Able to execute refills or other technician duties within the pharmacy software. Accurately updates patient information in the many pharmacy software packages. Accurately enters notes into the EHRM. Comprehends and participates in procurement activities, inventory management, narcotic dispensing, secure messaging, overnight mail, partial fills, window dispensing, administrative reports, prescription review, and incident reports as delegated by supervisor. Ensures all look-alike, sound-alike, high alert, refrigerated medications are stored properly according to manufacturer recommendations. Able to work independently and with appropriate phone etiquette in phone center locations. Capable of synthesizing patient information to identify basic therapeutic, distributive, or medication-related problems. Fills medication to be mailed in accordance with description provided. Ensures prescription label matches mailing label. Transports mail containers to pick up destinations, restock supplies, lift mail bags or containers. Assists in quality improvement projects as an individual or on assigned teams to improve pharmacy service. Maintains pharmacy security, including the physical security of the pharmacy and the security of electronic records. Efficiently uses written communication skills for job related activity such as secure messaging, email, or other forms of pharmacy communication. Understands and stays up-to-date on changes to pharmacy SOPs and policy for general operations and inspections. Trains developmental pharmacy technicians and students in the medication management system, controlled substances, pharmacy mail system, pharmacy dispensing and distribution systems. Maintains certification by the National Pharmacy Technician Certificaton Board. Performs other necessary duties as assigned. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Healthcareer Association (NHA), Certified Pharmacy Technician(ExCPT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). NOTE: Unless qualifying via the grandfathering provision, applicants MUST submit a copy of their PTCB or NHA certification with their application to be eligible for this position. Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. NOTE: For applicants intending to qualify under the rules of the grandfathering provision, you must provide sufficient documentation in the form of SF50 Notification of Personnel Actions to verify that you are a current Federal employee working as a pharmacy technician at the GS7 grade level and that you have held this same position without a break in service prior to the implementation of the qualification standard requirements as identified. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by38 U.S.C. § 7403(f). GS7 Grade Determinations: Experience. Candidates must possess one year of experience equivalent to the next lower grade level. GS6 Assignment - Pharmacy technicians at the full performance level may fill orders, dispense/deliver medications using automated systems or provide technical customer service to Veterans related to prescription needs. Duties will include delivery of medications to floors/patients, filling medications for the pharmacist to review, checking for expired medications, answering phones with appropriate disposition, preparing sterile products (when applicable) and assisting with basic inventory management such as putting up stock and identifying when medications need to be ordered. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work. Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent. Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers Ability to train developmental pharmacy technicians and students. Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution. Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy. Physical Requirements: The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/carrying (up to 40 lbs) or pharmaceutical supplies, and bending/stooping/stretching.
