Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Major Duties:

  • Major duties include, but are not limited to: Develop and implement strategies for the pharmacy supply chain, ensuring timely and cost-effective procurement of pharmacy supply items. Oversee the dispensing processes for pharmacy supply items, ensuring staff procure supplies at the best prices and terms. Manage inventory levels, optimizing stock to match demand without overstocking or causing shortages. Maintain effective communication and relationships with pharmaceutical suppliers and vendors. Resolve any issues or disputes with vendors promptly and professionally. Ensure adherence to VHA procurement regulations and guidelines. Conduct regular inventory audits to maintain accuracy in records and ensure compliance with established protocols. Set goals and objectives based on the analysis of the supply needs and usage trends within the healthcare facility. Analyze cost-saving opportunities and implement financial control measures to maintain budgetary discipline. Provide regular financial reports and projections for pharmacy management. Prepare and manage the pharmacy supply budget, monitoring expenditures to ensure that the program operates within financial constraints. Contributes content to pharmacy standard operating procedures or medical center policies, as assigned. Develop and use key performance indicators (KPIs) to monitor program performance and ensure goals are met. Prepare and present reports on program status, outcomes, and areas for improvement to pharmacy leadership. Provide leadership and direction to the pharmacy supply team, fostering a collaborative and productive work environment. Communicate program goals, changes, and updates effectively to all stakeholders and complete all other duties as assigned. Assures any discrepancies in the inventory or problems associated will be brought to the attention of the Outpatient Pharmacy Supervisor, Associate Chief and Chief of Pharmacy. The incumbent will identify potential issues related to these changes, offer practical options and solutions to resolve key challenges, and maintain open communication throughout the process. Work directly with Pharmacy Supervisors and front-line staff to assist in dissemination of new initiatives, changes to current practices, or in establishing best practices. Oversee the pharmacy supply consult process to ensure efficient and expeditious care. Other duties, as assigned or noted. Work Schedule: Monday - Friday 0800-1630; however employees may be required to work day, evening, night, weekends, holidays, and or compressed tours on a rotating schedule. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT). Licensure-Documentation Submitted: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Experience-SF-50 Submitted. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacy Program Manager: Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
