We are seeking qualified candidates for People and Culture officer based in Asia Pacific Hub in Bangkok, Thailand and is open to Thai nationals.

JOB SUMMARY

Provides support in functional areas including recruitment, employee relations, benefits administration, compensation, payroll, HRIS and training & development. Inputs employee personal data into human resources information system (HRIS) database and generates reports as needed. Serves as initial point of contact for employees with questions related to their personal employee information. Processes various forms related to documenting human resources activities such as new employees, change-of-status, performance evaluations, benefits, terminations, etc. Conducts new employee orientations and may handle or facilitate employee exit interviews.Coordinates interviews and maintains visa processing.

KEY RESPONSIBILITIES:

Recruitment:

  • Coordinates posting of job openings on internal and external websites.
  • Develops and maintains candidate records for interviews and performs background and reference checks.
  • Manages candidates through the entire recruitment process from initial contact to hire date.
  • Responds to inquiries from candidates and hiring managers about job openings and position postings.

Visa and work permit

  • Coordinates with expatriate staff for visa and work permit renewal.
  • Liaises with outsourced visa and work permit agent, Department of Employment and other government agencies for visa and work permit renewal for expatriate staff and their dependents.
  • Keeps track of expatriate staff and dependent visa and work permit renewal schedule and ensure that visa and work permit are renewed before the expiration date.

Employee on-boarding and off-boarding process

  • Ensures that all new employees completed necessary documents and acknowledged FHI 360’s policies and procedures.
  • Ensures that Personnel files are completed and up-to-date.
  • Coordinates with other departments to arrange new employee orientation and provide necessary set up for new-hire.
  • Facilitate smooth employee offboarding through structured exit interviews, proper handover,required documentation and preparing exit summary and present to management.

HRIS and Employee Time Reporting:

  • Processes forms and system updates related to new employees, change-of- status, performance evaluations, benefits changes, separations etc.
  • Ensures employee data in HRIS is accurate.
  • Manages employee time reporting system and ensures that employee timesheets are processed as scheduled.

Performance Management:

  • Supported performance management by tracking probation evaluations and assisting in the timely execution of performance appraisals.

Employee time reporting

  • Manages employee time reporting system in terms of updating System for APRO employees.
  • Monitors employee timesheet status to be in compliance with FHI 360’s Employee Time Reporting Policy.
  • Ensure that employees receive necessary training, support and update on employee time reporting policy and procedure.

Learning and Development

  • Coordinates employee recognition programs, service award, staff retreats.
  • Prepares HR presentation for monthly staff meeting.

  Payroll Administration

  • Prepare and update employee pay information in payroll system
  • Coordinate with payment team to process payroll.  

Employee benefits

  • Assist to manage staff health and life insurance and social security benefits.
  • Assist to manage annual physical checkup and influenza vaccinations.
  • Assist to manages staff social security and workmen compensation registration

Human Resources Policy and Procedure

  • Implements FHI 360/APRO HR policy and manual for local employees.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of Human Resources Management and Labor law
  • Ability to manage multiple tasks simultaneously with accuracy and on a timely basis
  • Superior written and oral communications skills in English and Thai
  • Able to communicate effectively and tactfully with all levels of staff, individuals from diverse cultures, and the public.
  • Strong knowledge of computer including MS Windows, Excel and Power Point

PROBLEM SOLVING & IMPACT:

  • Handles routine administrative projects for HR office.
  • Has ability to recognize situations that deviate from accepted practice.
  • Follows specific standards and procedures to resolve; variations must be approved by
  • manager before taking action.
  • Errors may negatively impact departmental functions and deadlines

TYPE AND NATURE OF CONTACTS:

Frequent interaction with APRO staff and Sr. Management Team members.

Supervision Given/Received:

  • Work is supervised and specific instructions are given for new activities or special
  • May offer ideas and suggestions for improving efficiency, but does not change procedures without supervisor’s approval

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs

QUALIFICATIONS:

  •  Bachelor’s Degree or Master’s Degree with an emphasis in business or human resources preferred
  • 3-5 years of human resources generalist experience with multi-national companies or international non-profit organization.
  • Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and HRIS
  • Prior experience working in a non-governmental organization (NGO) preferred
