Job Summary

The People & Culture Officer, STRIDES Jordan delivers professional-level P&C services for the Jordan project/country office for an anticipated Activity to enhance global health priorities in country with the general objectives to strengthen capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. The People & Culture Officer will support staff and managers in the areas of recruitment, employee relations, performance management, compensation, benefits, and compliance. This role works closely with managers to ensure policies are applied consistently and contributes to process improvements.

Accountabilities

  • Manages recruitment processes from requisition approval to onboarding.
  • Advises employees and supervisors on policy interpretation and application.
  • Maintains benefits administration and staff compensation including payroll.
  •  Coordinates country performance management processes, including goal-setting and reviews.
  • Coordinates professional development and learning and development activities.
  • Ensures compliance with labor laws and FHI 360 policies.
  • Prepares and maintains personnel files, ensuring information is up-to-date, accurate and filed.
  •  Maintains HRIS data integrity and generates standard HR reports.
  • Performs other related duties/ responsibilities as may be assigned.

Applied Knowledge & Skills

  • Strong knowledge of local employment law and HR best practices.
  • Ability to provide policy guidance and resolve employee concerns.
  • Proficiency with HRIS systems and reporting tools.
  • Strong interpersonal and conflict resolution skills.

Problem Solving & Impact

  • Resolves moderately complex P&C issues with limited supervision.
  • Recommends process improvements to enhance service delivery.

Supervision Given/Received

  • Could report to local Senior P&C Officer, P&C Manager, Senior P&C Manager, or Regional Level People & Culture Partner (depending on size and complexity of country office portfolio).
  • May provide guidance to P&C Assistants or Associates.

Education & Experience

  • Bachelor’s degree in HR, business, or related field required.
  • 3–5 years of progressively responsible HR experience.
  • Proficiency in English language (read, write, speak) is required 
  • Fluency in Arabic is required.
  • Experience working in an NGO is preferred.

Travel Requirements

  • Up to 10% domestic travel.
