PURPOSE OF THE POSITION

The P&C Manager for Total Rewards & Organizational Development provides strategic leadership and oversight of WVI-Cambodia’s total rewards programs, labor compliance, organizational development initiatives, and capability‑building systems. The role ensures that compensation and benefits, HR systems, compliance processes, and learning and development initiatives are aligned with organizational priorities, statutory requirements, and the WVI Partnership standards.

This position leads the design of compensation structures, staff wellbeing programs, leadership development frameworks, talent management strategies, and succession planning. It also provides oversight, guidance, and quality assurance for all L&D and total rewards execution managed by the two Specialists in the unit.

MAJOR RESPONSIBILITIES:

I.Total Rewards and Staff Data Management

  • Lead the review and updating of WVI-Cambodia compensation philosophy, salary and benefits structures, and rewards policy
  • Oversee market salary surveys, ensuring thorough research and analysis are conducted, evidence is appropriately gathered, and strong business cases are developed to support recommended changes to compensation and benefits.
  • Work closely with the P&C Operations team to ensure strong integration and collaboration, and to support the development or revision of P&C tools that are informed by field input and leverage the expertise of the entire P&C team.
  • Ensure employee salaries, benefits and all related dues are processed accurately and released within the required timeline, with proper approvals. This include monthly salary, terminal benefits, annual leave, NSSF and insurance coverage, annual check-up and other applicable entitlements.
  • Oversee and ensure the accuracy and timely recording of staff data in both Workday and HRIS, through effective supervision and quality assurance of the Specialist’s work.
  • Provide strategic guidance and input to the P&C Management Team on staff care and wellbeing programs and initiatives, including the implementation of global, regional, and national wellbeing priorities.
  • Develop and facilitate the national budget guideline for staff salaries and benefits, capacity‑building and leadership development programs, as well as other compliance‑related budget requirements.

II. Development Management

  • Develop and manage the execution of capacity‑building and leadership development strategies, guidelines, and systems that are aligned with organizational strategic priorities, as well as WV’s Vision, Mission, Values, and Our Promise.
  • Facilitate enhancement of people management competencies ensuring not only increased compliance to basic human resource function i.e. performance management, recruitment, talent management but ownership and accountability of managers and leaders’ to their direct reports well-being
  • Ensure accountability for leadership and talent management across all levels — including talent pool members, line managers, and regional partners — and monitor and report progress regularly.
  • Network with HR, learning, and educational institutions or professional networks to explore opportunities for talent development, internship placements, outsourcing, and other related collaborations.
  • Provide guidance and support to P&C Specialist for Learning and Development to execute and facilitate the L&D related business such as OV survey and action plan, Internship Program, Compliance Training, New staff orientation program and other L&D initiative and implementation.

III. Compliance Management

  • Serve as primary lead on all matters related to the Cambodia Labour Law, ensuring WVI-C is compliant.
  • Articulate and coach/ guide P&C team on law interpretation, ensure team has full knowledge of labour law requirements and compliance.
  • Monitor and manage general compliance requirements, including timely registrations with the MoLVT, workbook processes, Shop Steward arrangements, certification and submission of internal regulations.
  • Assess and update the P&C Manual, guidelines, and procedures, making necessary adjustments to ensure alignment with the Cambodian Labour Law, WVI Partnership standards, and WVI management policies.

IV. Team Leadership & Cross-P&C Collaboration

  • Manage, coach, and develop the two P&C Specialists under the TR & OD Unit.
  • Provide strategic guidance and technical support to ensure high-quality work delivery.
  • Contribute actively as a member of the P&C Management Team, fostering collaboration and alignment with national strategic priorities.
  • Support employee relations cases and organizational leadership events as needed
  • Promote a culture of accountability, service excellence, and continuous improvement within the P&C function.

REQUIREMENTS:

  • Bachelor’s degree in Business Administration, Economic, certification in HRD, Economics, Legal, Leadership or Organizational Development; preferred; master’s degree would be an advantage
  • Minimum 5-year of human resource experience, with at least 2 years in supervisory or managerial roles.
  • Solid experience in compensation and benefits, labor law compliance, L&D, and organizational development.
  • Ability to organise work priorities, manage competing priorities and deliver on commitments
  • Broad P&C knowledge combined with critical thinking skills to relate P&C areas with broader WV and humanitarian context
  • Proficient in coaching, mediating, influencing, facilitating, presenting, training, analysis and problem solving
  • Excellent understanding of poverty and development and experience in working in an INGO context
  • Proven record of developing people in a cross-cultural setting and initiating and implementing organizational change
  • A mature and committed Christian who can lead Spiritual Nurture activities
  • Experience in designing leadership development or talent management programs.
  • Experience with Power BI, Workday systems.
  • Experience in Human Resources field in a complex, larger organization preferably in an international organization in the NGO/international development context
  • Willing to travel to the field
  • Proficiency in Khmer and English languages
