Position Description:
Reporting to the Financial Manager/Controller, the Payroll Manager prepares documents and disburses payroll payments, payroll taxes, and employee benefit payments in accordance with state and federal laws for multiple entities in the Judicial Branch.
Salary: Commensurate with education and experience.
FLSA Exemption: Exempt
Responsibilities and Essential Functions will include (but not be limited to) the following:
Performs a wide variety of record keeping and payroll processing activities, including computation of wage payments, calculation and recording of payroll deductions, processing terminations, auditing reports.
Prepares routine correspondence and forms and enters the appropriate information into Workday.
Prepares, processes and/or reviews a variety of transactions concerning retirement and insurance deductions and payments, deferred compensation, charitable contributions, and other voluntary and involuntary payroll deductions, including garnishments, status changes, transfers, promotions, demotions, salary changes and terminations.
Maintains financials for the Court Improvement Program (i.e., pay bills, drawdown money, federal grant reports, and process mail).
Maintains job and payroll data.
Calculates and processes various types of pay; this may require auditing an employee’s time and labor entries, processing requests for shared leave, reviewing or entering appropriate time leave codes such as worker’s compensation or leave without pay, or performing other reviews or audits needed to ensure the accurate processing for employee’s pay.
Conducts audits of Court Reporter Certifications annually and upon request.
Conducts Verifications of Employment when requested.
Enters changes in tax status and miscellaneous changes in the payroll system.
Maintains confidential employee records and filing systems in compliance with agency policy, the Oklahoma Department of Libraries Records Disposition Schedule and any other relevant federal or state laws, rules, or regulations.
Reviews and approves documents submitted for changes in voluntary deductions, taxes, etc.
Submits quarterly reports to the Oklahoma Employment Security Commission (OESC) Multiple Worksite Report for Court Reporters and Secretary Bailiffs.
Tracks leave for the Administrative Office of the Courts, Court of Criminal Appeals, and Court of Existing Claims.
Assist with mail processing of daily clerk and county deposits for entry.
Performs other related duties as assigned.
Knowledge, Skill, and Ability Requirements:
Ability to work both independently and in a team environment; work accurately; handle confidential matters with tact and discretion; exercise good judgment in analyzing situations and making decisions; interpret and handle routine matters in accordance with agency policy; follow oral and written instructions; establish and maintain an effective working relationship with others; and provide exceptional customer service.
Excel at time management; record maintenance; and basic payroll management policies and procedures.
Education and Experience Requirements: Bachelor’s degree plus three years of professional payroll administration experience; or an equivalent combination of education and experience, substituting one year of technical payroll administration or human resources experience for each year of the required bachelor’s degree. No substitution will be made for the required three years of professional payroll administration.
Travel: All Administrative Office of the Courts (AOC) positions have the potential to and expectation of requiring employees to travel for normal duties in support of the Judiciary, including and not limited to state Judicial events and national industry conferences.
Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones.
All AOC positions are designated as “In-Person” at one of the authorized work locations. AOC offices are officially open for business from 8:00 AM to 5:00 PM, Monday through Friday.
Physical Demands: While performing the duties of this job, the employee is regularly required to talk, hear, comprehend, observe, and evaluate. Specific vision abilities required by this job include close vision and ability to adjust focus. This position requires the ability to lift files, open filing cabinets, operate standard office and computer equipment, and bend or stand on a step stool as necessary.
