PARTNERSHIPS AND BUSINESS DEVELOPMENT MANAGER

CONTEXT

Ipas Mozambique is a non-governmental, non-profit organization, operating in Mozambique since 2018.  Ipas works in partnership with funders, government, NGOs, and community-based partners to strengthen Sexual and Reproductive Health and Rights, including awareness and access to contraception, safe abortion services, and gender-based violence care.

Ipas Mozambique is a member of the global Ipas Impact Network and operates as a branch office of Ipas US.

DUTIES AND RESPONSIBILITIES

Summary:

The Partnerships and Business Development Manager leads Ipas Mozambique’s resource mobilization, partnership, and business development efforts in alignment with the country strategic plan, donor priorities, and Ipas policies. Working closely with cross-functional teams and Senior Leadership, the role ensures strong donor and partner mapping and engagement, high-quality proposal development, and effective positioning with current and prospective funders and partners.

In the current employment period, s/he will focus on expanding and diversifying Ipas Mozambique’s funding portfolio, strengthening business development systems and staff capacity, and ensuring timely analysis and pursuit of funding opportunities, quality proposal submissions, effective donor cultivation and stewardship, and accurate pipeline reporting.

The Partnerships and Business Development Manager reports to the Country Director and is a member of the Ipas Mozambique Senior Leadership Team (SLT), contributing to organizational strategy, sustainability, and external representation.

Business Development & Fundraising Strategy

  • Lead an organizational review of risks and opportunities for Ipas Mozambique, strengthening strategic positioning within the current funding landscapeLead Ipas Mozambique team through an organizational review of risks and opportunities in the current funding landscape
  • Develop and implement an organizational business development and partnership strategy aligned with Ipas’ country and global strategies.
  • Support the Ipas Mozambique team to identify, pursue, and secure funding from bilateral and multilateral donors, foundations, corporate partners, and philanthropies.
  • Track donor trends, funding landscapes, requests for proposals, and strategic priorities relevant to SRHR and reproductive justice, collaborating closely with fundraising colleagues across the Ipas network.

Proposal Development & Donor Engagement

  • Lead the end-to-end proposal development process, including concept notes, full proposals, budgets, and donor negotiations.
  • Coordinate with cross-functional teams to ensure proposals are high quality and compliant.
  • Collaborate with Communications colleagues and global Development Service Node to develop donor-facing materials such as briefs, presentations, and reports.
  • Cultivate, steward, and maintain relationships with current and prospective donor, grounded in written donor cultivation and stewardship plans that are regularly updated.

Strategic Partnerships     

  • Establish and manage strategic partnerships with government entities, NGOs, private sector actors, and consortia partners.
  • Representing Ipas, when delegated, in external forums, donor meetings, and partnership platforms, ensuring appropriate positioning and institutional representation.
  • Provide strategic guidance to the team throughout the preparation of meetings, visits, and other donor‑related engagements
  • Support partnership and pre-teaming agreements, MOUs, and collaborative funding opportunities.

Leadership & Capacity Strengthening

  • Serve as a senior management team member, contributing to organizational planning and decision-making.
  • Mentor and build capacity of country teams in business development, donor communication, and partnership management.
  • Strengthen internal systems and processes for fundraising and partnership performance tracking.

Report & Performance Management

  • Produce regular reports and analysis on business development performance, pipelines, and funding forecasts for senior leadership.
  • Ensure donor compliance, reporting quality, and effective communication across stakeholders.

QUALIFICATIONS AND EXPERIENCE

Requirements

  • Bachelor’s degree in international development, public health, business administration, or related field.
  • Typically, 8–10+ years of experience in business development, fundraising, partnerships, or resource mobilization in the NGO or development sector.
  • Demonstrated success securing funding from institutional donors and foundations and managing partnerships
  • Strong understanding of sexual and reproductive health and rights (SRHR) and gender equity programming.
  • Excellent writing, negotiation, relationship management, and strategic communication skills. 
  • Deep knowledge of the Mozambique programming, cultural, and legal context. 
  • Excellent communication, negotiation, problem solving, and leadership skills. 
  • Fluency in Portuguese and English required.

Work Environment

  • Ability to travel up to 35% domestically, and up to 10% regionally or internationally 
  • Ability to work in a typical office environment, with the need to sit or stand for extended periods.
