Job Summary: You will serve as a PARALEGAL SPECIALIST in the Force Judge Advocate (FJA) of Commander, U.S. Naval Forces Europe and Africa.

Major Duties:

  • You will perform legal research and analysis and prepare summaries, briefs, and opinions and correspondence, on a wide variety of complex legal subjects.
  • You will administer the command Government Ethics Program by identifying, coordinating, and communicating with personnel required to file Public Financial Disclosure Report (SF 278) and the Confidential Financial Disclosure Report (OGE 450).
  • You will exercise discretion and independent judgment in support of the command Freedom of Information Act (FOIA) and Privacy Act programs by responding to request regarding the release of documents and records under FOIA and Privacy Act.
  • You will represent the Force Judge Advocate in meetings and discussions within the command and with external staff with personnel relating to pending legal matters.
  • You will conduct initial interviews of clients (active or retired military personnel and dependents) to ascertain the nature of the legal assistance desired.
  • You will assist in organizing and maintaining paper and electronic files of international agreements (including preparation of annual report to two Combatant Commanders).

Qualifications: GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing various laws, principles, concepts, and methods of legal research, to include automated legal research systems (i.e., Lexis Nexis) and legal reference sources to perform complex level research; 2) Performing extensive legal research into legislative history, precedents, decisions, and opinions that may be applicable to identifying and locating relevant facts and preparing analyses of finding; 3) Analyzing and evaluating issued raised by staff using various complex laws and regulations in the fields of administrative, civil, personnel, and international law; 4) In-depth knowledge in the application of rules and regulations in the field of ethics to include Joint Ethics Regulations, Ethics in Government Act of 1978, and the Ethics Reform Act of 1989 to render recommendations, opinions, and advice on ethics matters; 5) In-depth knowledge in the application of rules and regulations relating to the Freedom of Information Act (FOIA) and be able to effectively manage the FOIA program. Specialized experience must demonstrate the following: 1) Analyzing reports, testimonies, and/or interviews to compile legal files and legal findings; 2) Resolving legal issues by utilizing knowledge of litigation activities of the agency; 3) Developing evidence to support the legal services activities by interviewing individuals; and 4) Preparing legal correspondence or documents according to legal and/or appropriate standards or regulations.
