PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).
PAHO Consultant (ROSTER) - Procurement Specialist for the purchase of health-related supplies (eg. medicines & diagnostics) and other lab/hospital supplies and equipment.

DESCRIPTION OF DUTIES:

Under the general supervision of the Director, Procurement and Supply Management (PRO), and the direct supervision of the Procurement Advisor, Regional Revolving Funds (PRO/RRF), the incumbent is responsible for, but not necessarily limited to the following assigned duties:

  • Support the Procurement Advisor, Regional Revolving Funds (PRO/RRF) in the development and implementation of Procurement strategies, including sourcing strategies, supplier selection and evaluation, quality management, and contract management.
  • Provide expert procurement advice on procurement activities in headquarters and country offices during all phases of the procurement cycle.
  • Promote and support the development and management of the supplier’s database, elaboration of supplier selection and evaluation, and quality and performance measurement mechanisms.
  • Assist the procurement team in the process of procurement sourcing for medicines, diagnostics, and medical equipment from qualified sources, in accordance with procurement guidelines, ensuring best value for money for the Organization.
  • Contact and interview vendors to obtain product price and availability information to facilitate identification and selection of suppliers, evaluation of specifications; provide technical advice to requisitioners regarding appropriate products, substitutes or alternatives; keep informed of new products and market conditions.
  • Assist in the planning, coordination and implementation of any special procurement program assigned to the Team.
  • Perform other related duties, as assigned.

Technical Expertise:

  • Thorough theoretical and practical knowledge of purchasing policies, practices and procedures, standard contracting terms and conditions; ability to analyze and clarify specifications to solicit and evaluate bids and offers; ability to perform market research and source products.
  • Strong analytical skills in the review of contractual arrangements combined with excellent negotiation skills.
  • Ability to establish and maintain collaborative relationships within and outside the Organization to support the procurement requirements of the Organization’s programs.
  • Ability to manage multiple issues and tasks in a complex organizational environment to re-prioritize actions on short notice.
  • Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Additional Job Description:

  • Timeline: The consultancy will start as soon as possible following a selection process among qualified candidates. Specific duration of the contract and deadlines will be agreed upon or before a contract is signed.
  • Location: Remote
  • Supervision: The consultant will report directly to the Procurement Advisor, Regional Revolving Funds (PRO/RRF as their primary supervisor, with secondary supervision provided by PRO Director. The consultant will also collaborate closely with other technical teams within the organization.
  • Payment: PAHO International Consultant Band B. Pay Reference per Year on a Full Time Basis:

Minimum: $61, 920

Maximum: $75,360

  • Contract Duration: 6 - 12 Months
  • Dedication Time: Part-time basis (20-30 hours per week)

Qualifications:

  • Education: Essential: A bachelor’s degree in business, pharmacy, logistics, international development, industrial engineering, or a field related to the functions of this post, p from a recognized university. Desirable: Certification in procurement, logistics and/or supply chain management would be an asset.
  • Experience: Essential - Minimum seven years of combined national and international progressively more responsible experience in procurement or supply of goods in either the private or public sector. Desirable: Experience in automated systems such as e-procurement software or/and ERP systems would be an asset.
  • Languages: Fluency in Spanish or English, with working knowledge of the other. Knowledge of French and/or Portuguese is desirable.
  • IT Skills: Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Working knowledge of automated systems and microcomputers particularly with regard to procurement suite, logistics, and/or administrative operations.  Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
