PURPOSE OF CONSULTANCY

Position title: PAHO Consultant - “Healthy Life Course Integrated Programs”

Background

The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, life course; the Virtual Campus of Public Health, and Women’s, Maternal, Neonatal and Reproductive Health.

Unit Background
The Life Course Unit (HL) within the Health Services and Systems Department (HSS):
a) Supports implementation of evidence-based multidimensional strategies to approach populations and individuals’ health needs, while considering demographic, epidemiologic and other transitions.
b) Promotes multisectoral public health policies, plans, programs, and interventions using a life course approach leveraging the capacity of health systems to improve wellbeing and healthy trajectories of individuals and populations.
c) Provides technical cooperation to strengthen integrated and person-centered care, especially in primary health care, to boost and maintain health capacities and guarantee a more effective approach to disease and risk factors across the life span.
d) Promotes good practices to prevent and address bottlenecks for effective access and coverage that respond to health needs during the life span, especially in populations living in conditions of vulnerability.
e) Generates continuous education to increase workforce capacity to address individuals and populations needs with a life course perspective.
f) Strengthens multiagency and multisectoral alliances to guarantee collaboration towards effective work in health and development for all at all ages, leaving no one behind.

DESCRIPTION OF DUTIES:

Responsibilities

Under the direct supervision of the Unit Chief of Life Course (HSS/HL), the consultant is expected to:

a.       Provide technical, programmatic, and policy assistance for the integration of life course, oral, and sensory health into PHC and UHC strategies, aligned with the HL Work Plan 2026–2028.

b.      Support finalization of the framework LC document and the document on integrated care in the first two decades of life. This will include organizing a regional consultation process and incorporating feedback into the documents

c.       Support the development, finalization, and country adoption of integrated care documents on oral and sensory health

d.      Collaborate on the implementation of strategic roadmaps and national plans for hearing and ear care, and oral health

e.      Facilitate technical cooperation for surveillance, including population-based surveys (hearing, DMFT) and monitoring of GOHAP implementation

f.        Strengthen partnerships with WHO Collaborating Centers and interagency mechanisms

g.       Perform other related duties, as assigned.

 

Specific products/ Deliverables expected

*Product payment with Certifying manager approvals is only issued once Mandatory Courses have been completed in PMIS system.

 

1.       LC Expert Regional Consultation Meeting—Umbrella Document on integrated care
Develop the concept note, methodology, and consultation report for the umbrella document on the integrated care framework. The report will include expert contributions gathered during the consultation.
Due date: March 15, 2026

2.       2 Frameworks: Life Course document and integrated care in the first two decades of life document that includes regional consultation process feedback. Due date: March 15, 2026

3.       Expert Consultation Meeting—Prepare concept notes and consultation reports for expert meetings on a) Sensory and b) Oral as part of the series of document on integrated care. Due date: April 15, 2026

4.       Final version of oral and sensory health integrated care documents, ensuring incorporation into PHC/UHC frameworks. Due date: May 15, 2026

5.       Progress reports on GOHAP 2023–2030 milestones achieved in the Region. A report on implementation activities included in countries road map covering progress made. Due date: June 30, 2026

6.       Dissemination report across the region of oral and sensory health integrated care documents. Due date: July 20, 2026

7.       Training reports and preparation of regional webinars and in Oral health, EHC and Life course based on commitments and work plans proposed by countries. The report will document professionals trained and tools disseminated. Due date: August 30, 2026

8.       Technical reports on survey results and country progress towards GOHAP monitoring targets. Due date: October 15, 2026

9.       Regional webinars on GEF7 based on the commitment included in the work plan within the framework of the Minamata Convention. Due date: November 30, 2026

10.   Report of support for the developing technical guidelines and good practices for integrating care across the life course in the region. Due date: December 12, 2026

Qualifications

•       Strong analytical and quantitative skills with strong attention to details.

•       Strong motivation and organizational and management skills.

•       Capable of being proactive when the situation requires.

•       Advanced knowledge in the use of Excel and other data analytical tools, as well as Power Point, and Word

•       Ability to work effectively under pressure in a diverse, team-oriented environment.

•       Experience working in multicultural environments.

•       Strong professional oral and written communication skills in English and Spanish, including the ability to develop reports, deliver presentations, and draft technical and persuasive documents for high-level audiences.

Professional experience:

Required: At least 13 years of combined national and international experience in managing intersectoral and inter-programmatic health projects and programs across the life course, with demonstrated leadership in coordinating multisectoral teams and technical cooperation across countries. Proven expertise in oral and sensory health project management in the Region of the Americas, including policy development, strategic planning, and implementation of regional frameworks and action plans. In-depth theoretical and practical knowledge of project cycle management, results-based planning, and managerial principles and best practices for efficient planning, budgeting, and execution within international organizations. Expertise in primary health care integration and service delivery research, with emphasis on equity, person-centered, and life course approaches.

Desired:Experience in developing and implementing capacity-building initiatives and public health competencies frameworks. Strong background in formulating, coordinating, and implementing technical cooperation interventions across countries and health programs. Experience in building strategic partnerships with governments, UN agencies, academic institutions, and civil society to promote intersectoral collaboration.

 

Education:

Required: A university degree in health sciences, oral health, or a social science, or in any other field related to the functions of the post from a recognized university and a master’s degree in public health from a recognized institution.

Desired: Additional studies in epidemiology, project management or any other field related to functions.

Languages:

Required: Fluent in written and spoken Spanish and English

Desired: Basic knowledge of Portuguese and French are a plus.
