This consultancy is based in the Department of Communications (CMU) at the Pan American Health Organization (PAHO/WHO). The consultant will provide graphic design and institutional branding support to advance the implementation of PAHO’s Corporate Communications Plan, including the development and application of visual identity standards and the production of print and digital communication assets. Objective of the Office/Department
The Department of Communications (CMU) at the Pan American Health Organization (PAHO/WHO) is responsible for developing and implementing communication strategies that promote the Organization’s leadership in public health and support its mission to improve the health and well-being of the peoples of the Americas. CMU manages PAHO’s corporate communications and public information efforts, including media relations, social media, digital outreach, internal communications, institutional campaigns, and brand management. It plays a crucial role in shaping the Organization’s messaging and visibility, engaging with global, regional, and national audiences, and building trust in public health. In accordance with the 2023–2025 PAHO Communications Strategy and the CMU Biennial Work Plan (BWP), the department aims to strengthen news media engagement and improve the production of timely, strategic multimedia content to support PAHO’s institutional priorities and technical cooperation.
Purpose of the Consultancy
The Department of Communications (CMU) is looking to hire a qualified expert in graphic design and institutional branding to support the implementation of the Corporate Communications Plan. This includes developing standards and guidelines and creating visual identity assets and designs for print and digital media. The role involves working with a collaborative, multidisciplinary team to develop, implement, and oversee design and branding efforts across the Organization’s virtual and physical networks.
Deliverables:
The consultant is expected to:
Support CMU with traffic management, planning, and tracking the status of daily activities related to corporate identity, graphic design, and communications production.
Develop innovative institutional branding products, including templates, provide graphic design and communications support, and follow CMU planning to complete key projects with internal stakeholders to increase PAHO’s visibility, brand equity, and strengthen the impact of campaigns.
Participate in concept development and strategy formulation for communication design in digital and multimedia projects for physical exhibits, web products, and communication collateral to support the Corporate Communications work plan.
Create graphic materials for World Days campaigns and initiatives, including designs for social media engagement on PAHO’s accounts, and other digital content for marketing collateral, presentations, and the web.
Collaborate with entities throughout the Organization, as well as external consultants and creative agencies when required.
Track assigned projects, adhere to strict production timelines, and promote follow-up and status updates of all projects in CMU’s SRS and ProofHub.
Maintain organized and accessible project directories with optimized version control and proper backup of project files.
Qualifications
University degree in graphic design, visual communication, studio art, or a closely related field.
At least 7 years of progressively responsible experience in graphic design, institutional branding, or visual communications, preferably supporting complex organizations or multi-stakeholder environments.
Demonstrated experience developing and applying corporate visual identity systems, branding guidelines, and design standards across print and digital platforms.
Proven ability to manage multiple design projects simultaneously, including planning, tracking, and meeting strict production timelines in collaborative team settings.
Strong conceptual and creative skills, with experience contributing to communication strategy, campaign development, and multimedia design solutions.
Proficiency in professional design tools and workflows, including Adobe Creative Suite and digital asset management practices, with strong attention to version control and file organization.
Experience working with internal clients, cross-functional teams, and external vendors or creative agencies is an asset.
Fluency in English or Spanish, with a good working knowledge of the other language, is essential. Working knowledge of Portuguese and/or French is an advantage.
QUALITY ASSURANCE AND PAYMENT MODALITY
The consultancy is expected to commence as soon as possible and will run through 31 December 2025, in alignment with CMU’s approved Biennial Work Plan (BWP 2026–2027). Any extension of the consultancy, for a maximum of one additional year, will be subject to continued institutional need, satisfactory performance, compliance with the Consultant Policy, and the availability of funds, and will require prior approval in accordance with applicable PAHO procedures.
The consultancy is output-based, with an estimated level of effort of up to 20 working days per month, depending on the scope, volume, and timing of agreed deliverables. The number of days worked in any given month may vary and does not guarantee a fixed workload. Work planning and prioritization will be coordinated with the designated supervisor to ensure alignment with CMU operational requirements, while preserving the independent nature of the consultancy arrangement.
All deliverables must be submitted in a final, publication-ready format and will be subject to technical review and quality assurance by the designated supervisor. Quality control mechanisms may include structured feedback from internal stakeholders, verification of compliance with institutional branding and communication standards, and selective review of outputs against agreed deliverables, timelines, and performance indicators, as defined in the Terms of Reference.
Payment will be made monthly upon submission and formal approval of a brief progress report certifying the deliverables completed during the reporting period. The report must outline the activities undertaken, the output delivered, and any issues affecting implementation. Payments are contingent upon the satisfactory acceptance of deliveries and compliance with agreed timelines and quality standards.
Remuneration will be based on PAHO daily consultancy rates, commensurate with qualifications and experience, and aligned with the applicable consultancy bands. Indicative daily rates currently range from USD 258 (B-Band), subject to final determination at contract issuance and in accordance with PAHO policies and procedures.
Contract Duration
12-month with the possibility of an 11-month extension.
