Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Major Duties:

• This position functions primarily in the Orthotic-Prosthetic Laboratory Section of the Prosthetic and Sensory Aids Service. The Orthotist, Prosthetist or Orthotist/Prosthetist, provides the appropriate orthotic and/or prosthetic devices and treatment. Duties and responsibilities of this position include, but are not restricted to: Take a comprehensive patient history, including demographic characteristics, family dynamics, previous use of an orthosis/prosthesis, diagnosis, work history, vocational activities, signs and symptoms, medical history (including allergies to materials), reimbursement status, patient expectations and results of diagnostic evaluations. Assist in formulating the treatment plan by performing a diagnosis-specific functional clinical examination, including manual muscle-testing, gait assessment and evaluation of sensory function, cognitive ability, range of motion, joint stability, skin integrity and compliance. Evaluate the findings to determine an orthotic/prosthetic recommendation. Formulate treatment goals and expected orthotic/prosthetic outcomes to reduce pain/increase comfort, enhance function and independence, provide stability, prevent deformity, address cosmesis and/or promote healing. Inform patient, family and/or caregiver of the orthotic/prosthetic procedure, possible risks and time involved in the procedure. Prepare patient for procedure required to initiate treatment plan (e.g., take impression, digitize, delineate, scan) Assess fit of orthosis/prosthesis with regard to strategic contact (e.g., three-point force systems, total contact) to determine need for changes relative to initial treatment goals. Formulate plan to modify orthosis/prosthesis based on findings; inform patient and/or caregiver of plan to modify orthosis/prosthesis. Adheres to established policies and procedures in compliance with all applicable federal and state laws and regulations as well as professional and ethical guidelines (e.g., FDA, ADA, OSHA, MSDS, ABC and BOC.) Demonstrates proper documentation of patient history and financial records by using established record-keeping techniques to verify patient care and other pertinent information. Participates in continuing education and/or provide such education for other health care professionals, orthotic and prosthetic practitioners, associates, technicians and office staff (e.g., publications, seminars, case studies). Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A bachelor's degree or higher in orthotics and prosthetics from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) accredited program. OR, A bachelor's degree or higher in any major along with a post-graduate orthotics or prosthetics certificate from a CAAHEP accredited program. Board Certification. Candidates must be board certified by the American Board for Certification in Orthotics and Prosthetics (ABC) or the Board for Orthotist/Prosthetist Certification (BOC) as an orthotist, prosthetist, or orthotist/prosthetist. The board certificate must be current and the applicant must abide by the certifying body's requirements for continuing education. Certification as a technician, pedorthist, assistant or fitter does not meet this requirement. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. Orthotists, prosthetists, or orthotist/prosthetists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: 1. Orthotists, prosthetists, or orthotist/prosthetists that do not meet the basic requirements for education and certification may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. 2. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. 3. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or certification that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. 4. If an employee who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. Grade Determinations: In addition to the basic requirements for employment listed above, the following criteria MUST be met. Orthotist/Prosthetist GS-12 Experience. Completion of 1 year of experience equivalent to the next lower grade level as an orthotist/prosthetist functioning as a full member of the clinical team which includes significant involvement in treatment plan development for the most complex types of conditions. AND Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate MUST demonstrate the following KSA and demonstrate the potential to acquire the assignment- specific KSAs designated by an asterisk (*): 1. Knowledge of regulatory requirements established by the ABC, BOC, the National Committee for Orthotic/Prosthetic Education (NCOPE), the International Association of Orthotists and Prosthetists (IAOP), the American Academy of Orthotists and Prosthetists (AAOP), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), etc. *2. Knowledge of administrative functions including budget development and management, inventory management, space and workload planning, as well as knowledge of the National Prosthetic Patient Database (NPPD), knowledge of the Prosthetic National Software (PNS) package, Decision Support System (DSS), and knowledge of accreditation requirements for orthotic and prosthetic laboratories and certification requirements for individuals. *3. Ability to analyze data and provide reports using CPRS, Vista, DSS, HCPCS codes and other patient database information. *4. Ability to provide training to orthotists/prosthetists in new technologies and innovations in devices. Preferred Experience: Advanced Orthotist Prosthetist The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-12. Physical Requirements: The ability to perform heavy lifting and carrying of 45 lbs. and over. It also involves straight pulling for up to 1 hour, pushing for 1 to 2 hours, and reaching above the shoulder. The use of fingers and both hands is required. Candidates must be able to walk and stand for up to 3 hours each. Additionally, the job entails repeated bending for up to 1 hour, and requires the ability for rapid mental and muscular coordination simultaneously. Near vision must be correctable at a distance of 13 to 16 inches, and hearing aids are permitted.
