The primary purpose of this position is to serve as the operations officer responsible for the validation, staffing, coordination, and approval of plans, orders, and requirements for USSOCOM component forces engaged in UW and PE activities within a specified Geographical Combatant Command's (GCC) AOR

Major Duties:

  • Responsible for the development and presentation of UW/PE operational proposals for review and approval Primary action officer to coordinate plans and operations with Geographic Combatant Commanders. Monitors ongoing operations and programs to ensure synchronization of USSOCOM and GCC warfighting efforts. Assists in the development and implementation of command policy regarding Joint doctrine and training for component Special Operations Forces involved in the conduct of UW/PE activities and operations. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

Qualifications: Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector). Example of specialized experience includes knowledge of USSOCOM, GCC and component capabilities and all facets of Special Operations to include assessment, selection, and training of SOF and deployment and employment methods; knowledge of ASOT methods, techniques, procedures, and doctrine with emphasis on operational employment of ASOT operators; knowledge of SOF conduct of Preparation of the Environment and evolving PE programs and policies; knowledge of SOF conduct of Unconventional Warfare and evolving UW programs and policies; knowledge of the DOD, Joint Staff, and inter-agency structure, organizational relationships, staffing processes, policies and procedures; knowledge of the management and staffing requirements for new or substantially altered programs and operational missions; knowledge and practical experience in using standard office equipment and peripherals, i.e., typewriters, computers, printers, fax machines, and scanners to produce a variety of documents, such as memoranda, spreadsheets, databases, briefings and graphics presentations; knowledge of standard office automation applications, (Word, Excel, Power Point, AMHS) to prepare recurring reports and locate, analyze, correlate, assemble, and compose routine and non-routine reports and correspondence; knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports; knowledge of standard office administrative procedures and practices required to ensure effective planning, organizing, and coordinating workload and to meet suspense deadlines; knowledge of oral and written communication techniques to effectively prepare documents and present information related to organizational, administrative, and procedural matters; knowledge of automation information systems, operations, and communication security policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of USSOCOM missions, objectives and authorities as they pertain to supporting and supported commands for planning the Global War on Terrorism. 2. Comprehensive knowledge and understanding of the authorities, responsibilities, policies, and procedures of the Defense Intelligence Agency, National Security Agency, Military Department Counterintelligence Organizations (MDCOs), Undersecretary of Defense for Intelligence (USD(I)), Undersecretary of Defense for Policy (USD(P)), and National Security Council necessary to coordinate with, and support the requirements of those organizations and respond to their inquiries. 3. Expert knowledge of ASOT methods, techniques, procedures, and doctrine to ensure proper and effective employment of ASOT operators in support of USSOCOM directed missions. 4. Expert knowledge of SOF conduct of Preparation of the Environment to facilitate the planning and execution of operations and programs in support and facilitate the planning and execution of operations and programs in support USSOCOM directed missions and conduct of Unconventional Warfare. 5. Ability to plan and coordinate with the Joint Staff, intelligence community, Offices of the Secretary of Defense, and inter-agency comminutes to ensure synchronization of USSOCOM and GCC efforts in support of the Global War on Terrorism. 6. Ability to communicate effectively, both orally and in writing to convey critical information to decision makers and commanders and to use correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports. Able to accurately interpret and apply of a wide-array of complex policy and regulatory documents to ensure compliance with relevant governing directives. Able to establish and manage working groups to solve complex problems and facilitate the implementation of merging programs and policies associated with USSOCOM missions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
