Job Summary: This position is part of the Defense Security Cooperation Agency.

Major Duties:

  • As a Operations Specialist at the GS-0301-7/9/11/12 some of your typical work assignments may include: Oversee the planning, instructing, and organizing of DSCU's training, as well as, operations. Work closely with Headquarters (HQ), Talent Management (TM) Division and with DSCU leadership for the purpose of tracking the status of new billet requests, hiring packages, and various other personnel actions (e.g., reassignments, realignments, etc.). Provide advice and support to leadership across the entire spectrum of the university's activities. Provide advice to managers and employees regarding policies and procedures. Work with DSCU leadership to explain operational processes and to ensure that these processes are carried out in accordance to the agency's mission in an efficient and effective manner.

Qualifications: You may qualify at the GS-07, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 06 grade level in the Federal service: Tracking personnel and hiring actions; Creating and editing timecards on behalf of other employees; Assisting with researching complex problems.; OR B. Possess at least one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work ; OR C. Possess a bachelor's degree AND meet Superior Academic Achievement (SAA) Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (Note: You must attach a copy of your official transcripts.) OR D. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-09, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 07 grade level in the Federal service: Applying analytical and evaluative methods and techniques for the organization Researching complex problems, analyzing solutions and providing recommendations Presenting briefings to managers and other staff officials Applying human resources policies, local policies and guidelines for the organization OR B. Possess Master or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D, if related OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 09 grade level in the Federal service: Coordinating and conducting analyses of current projects, programs, and taskers; Identifying and recommending improvement processes to meet customer requirements; Processing and tracking personnel and hiring actions; Developing policy, plans and procedures and; Creating, editing, reviewing, and submitting timecards on behalf of other employees OR B. Possess Ph.D. or equivalent doctoral degree; OR I have 3 full years of progressively higher-level graduate education, in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or LL.M., if related. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 11 grade level in the Federal service: Interpreting and advising employees and managers on directives, policies, or instructions; Coordinating and conducting analyses of current projects, programs, and taskers; Identifying and recommending improvement processes to meet customer requirements; Processing, reviewing and tracking personnel and hiring actions; Developing policy, plans and procedures; Creating, editing, reviewing, and submitting timecards on behalf of other employees Presenting briefings to managers and other staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
